Aims of this presentation
  • To explain the development of IBNET formerly
    the World Bank Start-Up Kit.
  • To explain to ADERASA members how their
    benchmarking work could be linked with IBNET.

Background to IBNET
  • There are several barriers to sharing
    international performance data
  • 1. The need for agreement on a standard set of
    indicators.
  • 2.  Difficulty of setting standard data
    definitions
  • 3.  Need for a mechanism for sharing results

World Bank Start Up Kit
  • Set-up to address these problams by providing a
    standard set of Performance Indicators and a
    web-based method of comparing data.
  • was available on the World Bank Website and
    contained performance indicators for the water
    Africa, Saudi Arabia, Baltic States, England
    Wales, Moldova, Russian Federation, Ukraine and
    the United States

The New IBNET Project
  • A 2.5 year programme
  • opportunity to create a global benchmarking
    network for both developed and developing
    countries
  • For use by utilities, industry associations,
    regulators, government departments and
    International Financial Institutions

IBNET
  • will provide a rapid means of accessing both
    national and individual utility performance data
  • builds on the SUKs format for presenting core
    PIs through linked geographical nodes
  • will be applicable to both first time
    benchmarkers and established benchmarking schemes

World Bank objectives for IBNET
  • to expand the coverage and effectiveness of the
    existing benchmarking network to include
  • more utilities,
  • a wider geographical base and
  • a refined set of performance indicators
  • to build longer-term sustainability of the IBNET
    network and its finances

Objective 1 Expanding Coverage
  • there are numerous water sector databases with
    sufficient information to allow preparation of a
    majority of the performance indicators in the
    SUK.
  • The PIs and information are available from the
    website in Spanish, French and English.
  • The market research questionnaire is also
    available from the website in Spanish.

Objective 2 Building Sustainability
  • targeting industry associations, regulators and
    government bodies as partners
  • these agencies have the mechanisms by which data
    can be compiled and need to share that
    information with others so that they can better
    manage the sector in their country

Objective 2 Building Sustainability (2)
  • targeting International Financial Institutions
    (IFIs) as partners
  • IFIs through technical assistance work, and
    through on-going loans, can provide valuable
    support to the network in providing data on an
    on-going basis
  • IFIs can also support the institutions that can
    provide, and benefit from, the compilation and
    sharing of performance data

  • (1) catalogue existing databases around the
    world
  • (2) establish new nodes
  • (3) prepare marketing and development plan
  • (4) develop and test new indicators
  • (5) enhance and maintain the software
  • (6) prepare long-term financing plan

Creating a node - What is required
  • agreement on public disclosure of PI data
  • anonomysed or attributable
  • by utility or aggregated
  • presentation of indicators in WB format
  • some PIs are transferable as they are
  • some can be generated from the data
  • hosting of the node on the web

  • Information about the regional/national
    benchmarking scheme.
  • PI database in WB format.
  • PI database in benchmarking scheme format.
  • Additional information and links that the website
    host wished to include.

Where does ADERASA fit in?
  • ADERASA is the type of international organisation
    that we would like to join IBNET
  • It comprises regulators who can offer a
    sustainable source of performance data
  • It has a PI/benchmarking system in place
  • Its PIs cover many of the PIs used in IBNET

Where does ADERASA fit in?
  • AFERAS has already converted its data to IBNET
    format as a pilot study
  • The ADERASA website could host a Latin American
    Node
  • Individual members may wish to develop national
    nodes
  • ADERASA comprises members who have a PI scheme
    and some who are developing a scheme and might
    benefit from involvement with IBNET
