Title: Market Readiness Scorecard: Summary Findings
1Market Readiness Scorecard Summary Findings
Cheryl Moseley Business Rules and Contracts
Manager April 6, 2001
2Readiness Scorecards
- Readiness Scorecards are issued on a weekly basis
- Scorecards issued to MP project managers
- Scorecard areas for todays report
- Registration Agreements (All)..
- Data Conversion (TDSPs)
- Generation Asset Data Forms (Resources)
- ERCOT-Polled Metering Proposals (TDSPs)
- NOIE meter point Registration (TDSPs)...
- EDI Testing (CRs and TDSPs)..
- EDI Systems (TDSPs).
- TDSP as LSE issues (IOU TDSPs)
- Private WAN Connection (QSEs and TSPs).
- Market Operations Interface, API (QSEs).
- Market Operations Interface, Portal (QSEs).
- Real Time Communications RTU/ICCP
3Registration and Agreements
- 319 Market Participation Applications Received
- 36 QSEs (30 expect to be in pilot)
- 102 LSEs (12 REPs expect to be in pilot)
- 120 TDSPs
- 61 Resource entities
4Registration and Agreements
- Issues
- TDSPs 9 Munis and Coops have not registered
- LSEs 6 of 102 applications pending
identification of a QSE - All CRs participating in pilot have QSEs
designated - Resources 7 of 61 applications pending
identification of a QSE - Action Plan
- ERCOT contacting all unregistered Munis and Coops
- LSEs and Resources understand the need to
identify QSE under negotiations - Requested PUCT serves approved Protocols to all
affected parties

8EDI Testing
- Issues
- End to End testing was delayed from 3/26 to 4/2
- ERCOT and MPs are having difficulty completing
testing frames within the 3 day turnaround.
Currently frames are taking 5 days - NOIE meter data submission test plan completed.
Testing for meter data submission will begin on
4/16 - Action Plan
- TTPT ITPTA will review timeline and may move to
7 days a week rather than 5
9EDI Systems (TDSPs)
- Issues
- TDSPs have informed ERCOT that they would not
build systems to interface via EDI for the 95 of
non-pilot accounts - TDSPs did not build EDI systems to respond as
old CR for the 5 - Action Plan
- ERCOT and TDSPs have agreed upon a workaround
- ERCOT has prepared a system change request to be
implemented on July 31st - Workaround will perform data repair on true-up
systems and reconcileUFE created from April (end
of data conversion) until July
10Private WAN Connection
- Issues
- Frame Relay
- QSEs 16 of 21 QSEs that need frame relay
circuits have completed installation and testing - ERCOT completed installation at 3 of the
remaining 5. QSEs need to complete construction
at their site - The remaining 2 may not need WAN for beginning of
pilot - Point to Point
- 10 of 24 QSEs that need point to point circuits
have completed installation and testing - ERCOT completed installation on 9 of the
remaining 14 QSEs - TDSPs ERCOT completed frame relay circuit
installations at all TSPs. 5 TSPs need to
complete their site installations for
connectivity tests to proceed - Action Plan
- Client site installation issues have been
escalated to project managers
11Market Operations Interface (API)
- Issues
- Connectivity Tests
- All 21 QSEs (out of 21 who are qualifying using
programmatic interface) have completed XML
connectivity tests - Functional Tests
- All 21 QSEs have completed XML functional tests
- This was a critical mock market entry criteria
- Last QSE has passed majority of test
- Last phase of functional qualification will
continue into the mock market - Action Plan
- Will monitor performance during the first two
weeks of mock market to complete qualification
12Market Operations Interface (Portal)
- Issues
- Functional test on the portal was unable to be
performed due to connectivity issues with test
environment - 8 QSEs will use portal only during mock market
and beginning of pilot (none will represent
generation) - Action Plan
- Functional qualification will be performed in
parallel with first two weeks of mock market - ERCOT has made a training environment available
for participants
13Real Time Communications (ICCP/RTU)
- Issues
- Technical Testing with QSE systems for RTU and
ICCP has started - Resource specific testing will require data
submission from all generation units for each QSE
- Data from many generation units in network model
is missing as QSEs finalize relationships with
resource owners who need to submit data forms - Action Plan
- ERCOT is working with resource owners to expedite
submission of data forms
