Aims

• A new and intensified relationship between the
  enlarged EU and its neighbours
• To avoid new dividing lines on the continent
• Not about enlargement but about mutual interest
  in supporting mutual prosperity, stability and
  security.

Cross border cooperation WHY?

• Visible answer to the challenge on not building
  new dividing lines in Europe
• Key element in promoting an area of security
  stability and prosperity involving EU and its
  neighbours
• Important tool to promote common values through
  co-operation between regional and local
  authorities and civil society (e.g. governance,
  minority rights, local democracy)
• Needs adequate technical and financial instruments

A two step approach

• 2004-06 Neighbourhood programmes (combining two
  support instruments).
• From 2007 CBC a specific component in the ENPI
  and IPA instruments
• From 2007 Radical improvement a single
  instrument, applying on both sides of the border,
  with one set of rules, one joint managing
  authority and one budget.
