Annual Operational Planning Objectives
  • Goal is to produce a detailed, implementable
    operational plan, schedule and budget that
    adheres to goals and constraints of all other
    planning levels
  • Operational plan should have all of the elements
    of the tactical/operational plan, but the
    scheduling details should be such that
    coordination is facilitated, implementability is
    assured and risks are reduced
  • The operational budget is directly linked to the
    operating plan (cause/effect)

  • Requires schedule from the tactical/operational
    planning process
  • Require information similar to that used at the
    tactical/operational planning level (forest
    inventory, productions systems, market
    requirements), though level of detail may often
    be increased
  • Requires more detailed costing information
  • Requires expertise of knowledgeable
    on-the-ground manager who is able to verify
    that the plan is implementable

  • Many forestry organizations have tried to depend
    upon accounting systems for operational control
  • Unfortunately, accounting systems are usually
    designed for financial, rather than managerial
    control
  • Besides being too inflexible, the stringency of
    financial accounting rules often means that
    accounting information is made available too late
    to properly monitor and control operations

    proper control systems in place to ensure that
    plans and schedules are actually being followed,
    and that the operations are on-budget
  • Operational control is also used to track
    outcomes so as to identify problems or
