  • Lunch at the Ice House

Origin...
  • Two years ago, we had a discussion that led to a
    Memorandum of Understanding, signed by the State
    of Nevada, Clark County, the City of Las Vegas
    and the Las Vegas Metropolitan Police Department
    at the 2005 Digital Summit Conference with just
    one simple purpose.
  • CONSIDER THE POSSIBILITIES

Beginnings...
  • The MOU became the foundation for a working group
    called the Nevada Shared Information Technology
    Services (NSITS).
  • They determined that a Feasibility Study and
    Business Case for Collaboration in Government was
    needed.

Beginnings.
  • These folks
  • Enlisted the brain trusts from each entity
  • Solidified the focus and purpose doctrine
  • Understood that there would be entity and
    political opinions
  • Decided to establish a working task force and get
    out of the way.

What Got Done...
  • The joint inter-local agreement between the
  • involved entities for the purposes of
    collaboration resulted in
  • Buy-in from the senior management from each
    entity
  • Tolerance for sharing key personnel from each
    entity
  • Pooled capital resources

What Got Done...
  • Created a Charter/Scope Document
  • Determined the true needs to implement the vision
  • Developed an RFP to obtain the get some help and
    assemble the deliverables we determined were
    necessary

  • Contracted SAIC to develop a
  • Feasibility Study
  • SWOT Analysis
  • Governance Framework
  • Coordinated a major effort with SIAC to assess
    each entities business processes needs

What Got Done
  • Analyzed the SAIC deliverables
  • Developed a Governance Model
  • Withstood the loss of our Project Manager
  • (Doesn't that ALWAYS HAPPEN)
  • Got all four entities to agree with and sign the
    governance model

  • Created an Executive Steering Committee
  • Appointed a Project Oversight Council
  • Developed a Project Initiation Form

Current Happenings
  • Began Brainstorming ideas for potential projects
  • Began talking to other Nevada entities about
    NSITS opportunities.
  • Governor Gibbons Press Release regarding
    collaborative efforts, recognizing progress by
    the NSITS group.
  • Created this presentation ?

Why We Did It
  • Improved Business Continuity
  • Better information sharing
  • Increased negotiating posture
  • Higher levels of service to Nevada residents
  • Reduced duplication of services resulting in
    saving to taxpayers
  • Improved working relationships

  • Because we were told it
  • wasnt possible

What We Learned
  • Herding Cats (government agencies) isnt easy
  • There are a lot of extremely intelligent and
    dedicated people in Nevada.
  • Contractors dont always understand the scope of
    work especially when youre not sure yourself

  • Developing something never tried before can be a
    slow and onerous process.
  • And the most important lesson of all
  • Never to do this again

Where Were Going Today
  • Begin formal implementation of governance model
  • Complete selection of members for necessary
    committees
  • Develop policies and procedures
  • Finalize Project Initiation Form

  • Start accepting project requests
  • Select potential projects
  • Continue collaboration efforts
  • Add new members
  • Become the accepted group for future statewide
    collaboration projects
