Identified shortcomings affecting the ability to
fight and survive in a chemically and/or
biologically contaminated environment.
Units continued to face many of the problems
experienced during gulf war. Equipment,
training, and medical shortcomings persist. CB
Defense continues to receive low emphasis.
Lack of formal WMD training received by all
officers and enlisted personnel. Coverage of WMD
topics at the intermediate service schools is
virtually non-existent. Senior service schools
coverage somewhat better.
Lack of qualified personnel in to work on
exercises. Doctrine needs emphasis on NBC/WMD
considerations. Mid level Joint Service
college curriculums missing WMD threat or U.S.
response capability. Senior Joint Service
colleges have some curriculum related to the
NBC/WMD threat.

Provided assistance to enhance curriculum,
provided SME speakers, supported wargames, and
built electives.
Expanded the initiative to improve the awareness
of CBRN Defense, by reviewing/revising course,
electives, and providing speakers/senior leader
seminars to the PME system and the combatant
commands.
Another expansion to improve the awareness of
CBRN Defense, by effecting systemic solutions, to
the JTS, the PME system and by providing direct
support to the combatant commands.

Objective Combatant command staffs capable of
performing joint staff actions in preparation for
joint operations in a CBRN environment. This
staff capability is reflected in
training/exercises, planning and operations, in
peace and war. End-State The initiative will
have reached its conclusion, when Current
and replacement combatant command staff members
meet the objective and a command environment
promotes CBRN readiness. Military
colleges educate personnel to meet the objective,
are themselves staffed with personnel who are
CBRN aware/educated and are sustained with
replacements who are CBRN aware/educated.

Initiative - What We Offer to Combatant Commands
  • Provide direct CBRN technical assistance to
    combatant commands and/or the USCG in the
    development, planning, execution and/or
    assessment of exercises
  • Conduct tailored CBRN-related seminars for
    combatant commands, especially important as
    pre-exercise preparation
  • Provide combatant commands with Threat (Red)
    Cell-related assistance to effectively
    integration CBRN considerations into exercises
  • Conduct the eight-hour, Joint Nuclear Biological
    Chemical Familiarization Course (JNBCFC), at the
    combatant and/or their component commands. This
    is especially important as pre-exercise
    preparation

Initiative - What We Offer to Combatant Commands
  • Conduct the CBRN Seminar for Senior Leaders at
    combatant and/or their component commands. This
    is especially important as pre-exercise
    preparation
  • Analyze and identify key CBRN Defense tactics,
    techniques and procedures (TTP) required for a
    Combatant Commander or Joint Task Force (JTF)
    Commander to develop and implement training for
    JTF, CBRN staff functions and to integrate it
    into the Joint Exercise Life Cycle (JELC). The
    JRO will also create and provide a handbook that
    identifies these TTP to the combatant
    commands/JTF.
  • Identify actions to integrate CBRN Defense
    considerations throughout the 4 phases of the
    JTS, and provide information/training to the
    combatant commands, as appropriate.

Staff Familiarization Training - Details

  • Designed to familiarize Joint Staff Officers
    with the threat of WMD, joint force CBRN
    defense, and joint staff officer CBRN
    roles/responsibilities.
  • Uses a combination of lecture and seminar where
    the students are actively involved in providing
    examples and personal experiences and discussing
    a series of illustrative vignettes, allowing
    students to experience how to prepare for joint
    operations in a CBRN environment.
  • Presents definitions, terminology, and
    information about WMD and joint operations in a
    CBRN environment.
  • Is eight hour, MTT course, taught in one segment
    or incrementally, over 1 to 2 days (mod to meet
    command needs).
