Legal Regime
  • U.S. Coast Guard view is that the ISPS Code is a
    minimum security standard.
  • Good Baseline. But the ISPS Code by itself has
    limitations. For example
  • It does not provide a layered security regime
  • No guidelines on a governments responsibilities
to augment individual ship port facility
    security plans
  • No enforcement provisions
  • Country must generate the legal requirements to
    implement
  • Proposed IMO Guidelines on Maritime Security
    Legislation

4
U.S. Requirements for Cruise Ship Terminals
  • Screen all persons, baggage, and personal effects
  • Check the identification of all persons
  • Designate holding, waiting, or embarkation areas
to segregate screened persons from unscreened
    persons
  • Provide additional security personnel to
designated holding, waiting, or embarkation areas
  • Deny passenger access to restricted areas unless
    supervised by facility security personnel.

5
New Regulations Proposed
  • Standardize screening activities
