1. Update on the work undertaken during 2005
  • The National Service Framework will
  • set out a clear value proposition for users
  • the services to be commissioned by the NHS
  • the standards for the delivery of services

  • Draft document (co-authors Colin Davies and Sue
    Lacey Bryant)
  • Draft core and development components
  • Commissioned Loughborough University to manage
    the first phase consultation (Dr Graham Walton
    and Janet Harrison)

The questionnaire (stage 1)
  • Created by NLH and Loughborough
  • Piloted and refined the questionnaire
  • 28 Strategic Health Authorities were asked to
    respond
  • The questionnaire process was managed by the NHS
    Library Knowledge and Development Network (LKDN)

Work stream - Developing standards
  • Create national standards for health library
    services in England (based on the current Helicon
    scheme and the national NSF consultation)
  • Devise a national inspection scheme
  • Create a robust inspection training programme and
    a national database of qualified inspectors
  • Ensure compliance with the CONCORDAT

The CONCORDAT
  • Sets out what bodies providing healthcare in
    England can expect from the main inspecting
    bodies. It underpins a programme to develop and
    implement policies for inspection that are based
    on sound objectives and practices
  • The CONCORDAT is designed to support the
    improvement of services for the public and to
    reduce unnecessary burdens on front line staff

  • Has been agreed by the Department of Health and
    the Cabinet Office Regulatory Impact Unit
  • Is led by the Healthcare Commission
  • Fulfils a commitment in Making a Difference to
    reduce the burdens in healthcare inspection and
    monitoring
