What is a NOC?
  • Nevada Offense Code (NOC)
  • Used since the inception of the Criminal History
    Repository
  • Allows for statistical analysis of crimes
  • Codes used to describe all charges against
    defendants
  • Historically used by LEA when reporting arrests
  • Currently expanding throughout justice community
    to facilitate electronic information exchanges
  • Integral for reporting records to the Criminal
    History Repository
  • Statewide adoption of NOCs would improve the
    timely reporting and matching of dispositions to
    arrest records

Intent of NOC Program
  • Redesign the NOC table to better meet the needs
    of all criminal justice stakeholders
  • Develop an easy-to-use NOC model
  • Develop a NOC model that can be easily and
    logically updated
  • Develop a transitional model to aid in
    implementation of intelligent model
  • Enhance electronic information exchanges

NOC Implementation Update
  • Completed implementation of transitional NOCs to
    DPS
  • One-to-one mapping to intelligent NOC model
  • Continued work with local jurisdictions to modify
    local codes to the new NOC model
  • Creation of draft policies, procedures, and
    applications to aid in the maintenance of the NOC
    models

  • NOCs are an integral and critical component of
    data collected and exchanged with the central
    repository
  • 179(A).079 Establishment of NCJIS Advisory
    Committee
  • 3.  The Advisory Committee shall

    apply the best management practices to the
    activities at the Central Repository

Challenges to Current NOC Program
  • No defined program with approved and funded
    projects
  • No program sponsorship
  • No defined and achievable objectives
  • No defined projects
  • No budget
  • Transitional period between old NOC model and
    intelligent NOC model is increasing need for
    greater governance and program management
  • No formal policies and procedures for NOC
    creation, changes, or maintenance increasing data
    integrity issues
  • Overall program and NOC related projects are
    stalling with no long-term implementation plan,
    definitive objectives, or dedicated funding.
