day you come into the Navy until the day you are
discharged.

- Directive for Policy.
- Used to provide the requirements for counseling
and for the completion and submission of the
Enlisted Performance Evaluation and Counseling
forms.

- Overview for COs, Delegated Reporting Seniors,
and Raters. - Provides an overview of the Navy performance
evaluation and counseling system. This system
employs - Fitness Report and Counseling Record (FITREP)
(NAVPERS 1610/2) for Officers and CPOs (E7-O6). - Evaluation Report and Counseling Record (EVAL)
(NAVPERS 1616/26) for enlisted personnel (E1-E6).

- Reporting Seniors
- COs are reporting seniors by virtue of their
command authority. - A delegated reporting senior is a person
designated by a CO to submit fitness or
evaluation reports for which that CO would
otherwise be responsible.

- Basic guide for completing, processing and
mailing reports. Provides the basic information
needed to fill-in, process, and mail FITREPS,
EVALS and Summary Letters.

- Graded on a five-point scale.
- From 1.0 (poor or substandard performance).
- To 5.0 (stellar or performance which is far above

- Grades you on the quality of work you produce,
the amount of supervision needed to accomplish it
and whether or not you are utilizing your

- Leadership
- Evaluates how you motivate, train, and develop
subordinates. - Evaluates your ability to organize and deal with
stressful situations. - Evaluates how you communicate to your troops to
ensure safety and welfare.
17Promotion Recommendation
- Promotion recommendation block is a
recommendation for promotion. The recommendation
should be consistent with the performance trait
grades.
- Possible marks are, Early Promote,
- Must Promote, Promotable,
- Progressing, or Significant Problems.

- Electronic copies are produced on a diskette
- by the BUPERS applications software for
- Performance Evaluations/FITREPS (the
- current software supplied by the Navy to
- prepare evaluations).
- Electronic copies are preferred by BUPERS.

- Diskettes
- Should be clearly labeled with the words
EVAL/FITREP and the BUPERS program used to
produce the report, the reporting seniors last
name, SSN and command, and the date the label was
written. - Sent with the Summary Letter.
- Will be mailed no later than 15 days after the
ending date of the report for active duty members
and 30 days for inactive duty members.

- Paper Reports
- Retention of paper copies
- BUPERS copy is the official record copy for
E5-O6. - Field Service Record copy is the official
record copy for E1-E4. - Reporting senior must retain copies of officer
FITREPS for 5 years. - Command must retain enlisted FITREPS and EVALS
for 2 years.
