Challenges and constraints for scaling up
  • Sector-wide mainstreaming remains a challenge
  • HIV/AIDS prevention receives low priority in
    sector strategies and interventions
  • Mandatory contract clauses in standard bidding
    documents are not always enforced
  • Lack of ME mechanisms and difficulty in
    assessing impact of interventions
  • Bank financing is critical to mainstreaming
  • Lack of systematic data linking transport with
    HIV/AIDS transmission hinders action and
    commitment
