  • WERE ARE WE NOW
  • Third 3-year Programme period is going on
    (20082010) Programme started 2002.
  • There is 16 linkages in the Programme in 2009.
  • The Programme has been evaluated at the moment.
    First draft was given to the AFLRA
  • 10/11/2009.
  • The AFLRA will start financial
  • negotiations with the Ministry
  • for Foreign Affairs of Finland
  • in the beginning of 2010 for
  • the Programme phase
  • 20112013.

SOME INFORMATION ABOUT MID-TERM EVALUATION REPORT

  • Evaluation was done by Mr Juho Uusihakala,
    consulting and advisory services, Dr. Athumani J.
    Liviga, University of Dar-es-Salaam, Dr. Ari
    Sihvola, Haus international
  • Note!
  • This evaluation concentrated on linkages in
    Tanzania and Kenya not Namibia, South Africa,
    Swaziland or Ghana. The conclusions were based
    mainly on two countries.

  • POSITIVE ISSUES WERE
  • Many Southern municipalities are actively seeking
    to increase their international cooperation and
    exposure, so the cooperation with Finnish
    municipalities can be deemed relevant.
  • Co-operation objectives and activities are to a
    large extent closely aligned with the Southern
    municipal strategies and priorities.
  • The Programme is deemed relevant and coherent to
    the objectives of Finnish development policy.
  • A good effort has been put into development of
    logical frameworks, many of which contain
    indicators against which the progress could be
    measured.

  • TO BE IMPROVED
  • Co-operation should be done more equal way
    between the Northern and Southern
  • partners sometimes
  • there can come a feeling
  • in the South that
  • the North is dictating.
  • There should be more focus
  • on the communication
  • between the North and
  • the South.

The AFLRA has been emphasising
  • Co-operation should to be grounded on promotion
    of equity, reciprocity and interaction between
    the Finnish and the Southern municipal partners.
  • Both partners e.g.
  • Can learn from each other co-operation goes two
    ways South can influence also North.
  • Activities and Budget will be planned together.
    Co-operation Plans and Reports will be written
    together. Both partners know where the funding is
    used.
  • Respect each others views, aims and cultures.
  • Have an active dialogue with each other.
  • Trust will be built so that different views can
    be discussed.

  • WORKING VISITS
  • The working visits are not carried out as
    efficiently and effectively as possible.
  • The size of the working visits delegations should
    be considered carefully delegations are
    sometimes too big all taking part should have a
    clear role and goals for the visits besides
    general familiarization.
  • The visits are often too short and too few to
    enable proper colleague-to-colleague
    relationships to develop in substance matters.

MAIN RECOMMENDATIONS
  • The Programme

  • The project plans should describe in more detail
    the immediate beneficiaries of the cooperation
    (local authority departments, personnel) and the
    services they are expected to produce.
  • The Programme should not predefine the number of
    linkages or the number or type of cooperation
    sectors, but it should apply a more strict
    criteria.
  • The human resources of the local authority
    projects has to be clearly presented and detailed
    in the plans, budgets and reports and adequately
    compensated for.

  • The current guidelines on the investments and
    procurement of external expertise should be
    maintained. External experts are procured only
    when expertise in not available in the
    participating LGs.
  • The Programme should approve linkages and linkage
    budgets for up to three years.
  • The Programme guidelines and formats should be
    aligned to those of ICI and HEI-ICI, which are
    another instruments which support state
    institutions, universities and polytechnics.

  • The planning and reporting documents of the
    linkages should be co-signed by both/all
    cooperating partners.
  • The Programme staff
  • should visit the participating
  • municipalities, including in
  • the South, more often
  • for hands-on practical
  • assistance and guidance.

  • Same overall objective in the Programme will
    continue. Local Governments are doing important
    work.
  • The overall objective is
  • To strengthen the capacities of local
    governments to provide basic services and
    to promote good governance and local
    democracy, all by taking into consideration
    the principles of sustainable
    development.

  • VISION
  • Get a permanent status for the Local Government
    Co-operation in the Finnish Development Policy
    (continuous funding). Support for good, quality
    work which is put into practise equally.
  • FUNDING
  • increase Programme funding (from 5 mil to about
    9,26 mil),
  • create North-South National Association
    Programme (about 1 mil e.),
  • increase funding possibilities for linkages,
  • adequate resources for LGs so that their local
    officeholders (experts) can put work time to the
    co-operation,
  • adequate resources for linkages to coordinate the
    co-operation,
  • and it should be possible to apply for more
    substantial funding for investments, where
    necessary.

  • NEW LINKAGES
  • Programme should be open for new linkages
  • WHY?
  • If more local governments join then
  • Local Government Co-operation
  • can not be seen as a marginal
  • activity in development co-
  • operation.
  • It has more power to lobby
  • financial possibilities.
  • It has more possibilities to
  • share best practices with each
  • other and network in a
  • substance level.

  • PROGRAMME ADMINISTRATION AND FUNDING PROCEDURES
  • Programme's administration should be as little
    bureaucratic as possible.
  • The number of sub-components should not be
    limited. It depends on the linkage in
    question e.g. their human resources.
  • To avoid delays MFA and AFLRA should sign an
    agreement early next year, so that the applying
    date for 2011 could be 15.9 .
  • No more demands on reporting should be placed.

  • ADVICE
  • LGs should have a possibility to contact the
    AFLRA anytime and share their experiences or ask
    questions meet together.
  • TRAINING
  • Training is an integral part of the Programme
    development and its contents must be under
    continuous development to ensure the quality and
    sustainability of local government cooperation.

  • NATIONAL ASSOCIATIONS
  • Co-operation activities with the National
    Associations should be developed, if Associations
    are interested. It needs outside resources from
    Ministry for Foreign Affairs to put it into
    practise.
  • Programme document for North-South National
    Association Programme should be created to
    apply funding it needs active participation
    from the South

NEXT PHASE
  • Next year 2010 Programme document for 20112013
    will be prepared to support local government
    co-operation and also co-operation initiatives
    with National Associations will be promoted.
