GAANO KADALAS ANG MINSAN?
Geospatial Technology in Disaster Prediction
and ANR Management

GIS PROVIDING THE SOLUTION Topics
  1. What is Geospatial technology?
  2. Why use GIS technology?
  3. GIS solution in disaster prediction and ANR
    management
  4. Results and discussions
  5. Summary
  6. Recommendations
  7. Conclusions

3
GEOSPATIAL TECHNOLOGY
New Tools, New Science, and New Opportunities in
Agriculture and Resource Management (ANR)
E.C. Godilano, Ph.D.
4
WHY GIS?
  • No other technology synthesizes and displays
    complex agricultural, natural resource,
    environmental, demographic, and socioeconomic
information, and relationships as completely or
    intuitively as GIS.

USDA, January 2002.
E.C. Godilano, Ph.D.
5
WHAT IS A GIS?
  • Geographic Information System (GIS) is a
computer system used by PEOPLE capable of
    assembling, storing, manipulating and displaying
    geographically referenced information.

E.C. Godilano, Ph.D.
6
GIS Work on Themes
  • One of the strengths of GIS is the capability
to separate information in layers, and then
overlay or compare multiple feature layers of
information. A user can then analyze the
    relationship between the layers.

E.C. Godilano, Ph.D.
7
  • GIS allows us to view, understand,
question, interpret, and visualize data in ways
simply not possible in the rows and columns of a
    spreadsheet.

Beautiful and interesting maps provide better
decision making tools and analysis and make a
difference in our world.
E.C. Godilano, Ph.D.

THE PHILIPPINES A RECORD HOLDER
  • We lead the World in the types and frequency of
    natural disasters.
  • We ranked 4th in the number of people killed or
    affected by floods, tsunamis, typhoons,
    landslide, earthquakes, volcanic eruptions and
    man-made disasters.
  • We have been chosen by aid organizations as a
"laboratory" for new approaches in disaster
    mitigation. (PNRC, (2003)

E.C. Godilano, Ph.D.
9
BACKGROUND OF THE STUDY
  • The rainfall that occurred in Leyte and Surigao
was 600 and 700 percent higher than the 35 year
    average.
  • The area was mostly planted to coconuts.
  • We contend that there was no deforestation or
    illegal logging in the area.

E.C. Godilano, Ph.D.
10
WHAT CAUSE(S) THE TRAGEDY?
  • Illegal logging?
  • Deforestation of mountains and watersheds?
  • Land conversion?
  • Freak weather?
  • Global climate change?
  • Government neglect?
  • All of the above

E.C. Godilano, Ph.D.
11
OBJECTIVES
  • Identify parameters that will geographically
locate disaster prone areas at the national,
    regional, and local levels.
  • Develop a GIS framework as a tool in disaster
    prediction and ANR management.
  • Identify hotspots using GIS technology
    (tactical plans).

12
OBJECTIVES
  • Generate statistics for national and local
    government (strategic plans).
  • Identify thematic areas of convergence
    activities.
  • Provide cost effective measure in disaster
    prediction and management.
  • Improve local governance of disaster prone areas
    using GIS technology.

SUMMARY
DISASTER ANALYSIS IS A FUNCTION OF
E.C. Godilano, Ph.D.
29
RECOMMENDATIONSLocal Level
  • Provide LGUs with rain gauges as an early warning
    instrument.
  • at 1000-1500 accumulated rainfall start
    evacuation
  • At 1500-2000 accumulated rainfall, disaster had
occurred initiate search and rescue operations
  • Update the Provincial Physical Framework Plan
    (PPFP)
  • Update the SAFDZ and CLUP
  • Institutional and capacity building in using GIS
    in LGUs
  • Community awareness and participation
  • Integrated planning and management

E.C. Godilano, Ph.D.
30
RECOMMENDATIONSNational Level
  • 1. Detailed analysis using RS, other data, and
    ground truthing of results
  • 2. Priority implementation of land use policy and
    conversion in the identified hotspots
  • 3. DA-DENR-NDCC-LGU partnership in project
    implementation in identified hotspots
  • 4. Precision disaster management
  • 5. Increase budgetary allocation for R and D

E.C. Godilano, Ph.D.
31
RECOMMENDATIONSNational Level
  • 6. Creating an interagency taskforce for disaster
    prediction and management
  • 7. Adopt the WATERSHED approach in ANR planning
    and management
  • 8. Establish the NGII and NGICH
  • 9. A unified project proposal
  • 10. POLITICAL WILL

E.C. Godilano, Ph.D.
32
Watershed Concept in ANR Planning and Management
E.C. Godilano, Ph.D.
33
RECOMMENDATIONSDA-DENR-NDCC-LGU
  • Greater role of the DA in disaster management.
  • The DA? should take the leadership as 79 percent
of the hotspot area is under its jurisdiction.
  • Using geospatial technology (GIS, RS, and GPS) as
a decision support tools in local governance of
    programs and projects.

35
CONCLUSIONS
  • GIS and technology can be a catalytic tool that
could guide policy makers in disaster prediction,
    mitigation, and ANR management.
  • Now we know the why, when, and where landslide
could occur and who will be affected.

E.C. Godilano, Ph.D.
36
CONCLUSIONS
  • Use in local governance, GIS technology can
leapfrog the Philippines in the 21st century and
the disaster in Leyte and part of CARAGA can be a
    thing in the past
  • NEVER AGAIN shall our people live in fear of
being buried alive in a landslide.

THANK YOU
E.C. Godilano, Ph.D.
