Lets say a scientist observes that water at the
surface of a small pond is frozen. A thermometer
indicates that the temperature at the bottom of
the pond is 4 degrees Celsius. Can she conclude
the pond is frozen all the way to the bottom?

We know that water freezes at 0 degrees Celsius.
Since the water at the bottom of the pond is 4
degrees Celsius, it is warmer than the freezing
point of water. So, the water at the bottom of
the pool is liquid.
