• Appointed because they are experts not because
  they are D/R
• Usually hold job for more than 4 years (longer
  than the President)
• Outside of politics

Regulatory Commissions

• Can pass laws (quasi-legislative) to police an
  industry
• Can judge (quasi-judicial) when those laws are
  broken
• Monitor a specific industry

Independent Agencies

• Perform duties the Cabinet does not
• Ex-NASA EPA FEC

• Act like a business for the government
• Do a job that private could but does not
• Ex- FDIC US Post Office

• Civil Service
• Employment office for the government
• Used to be the buddy system/ Spoils system/
  Patronage
• Garfields assassination changes it

• Requires a test to get a job
• Hire the Best qualified, not a buddy
