Skill Development Initiative in Higher Education

Present Status
  • The vocational education programme started in
    Odisha during the year 1988-89. in Government
    Higher Secondary Vocational Schools (GHSVSs).
    Subsequently the nomenclature of GHSVS has been
    changed to Government Vocational Junior College
  • At present 231 Government Vocational Junior
    Colleges are functioning in the Government and
    Non-Government aided Colleges spreading over 30
    districts of the state.
  • Teaching in 20 trades under six areas
    (Agriculture, Health Paramedical, Engineering,
    Business and Commerce, Home Science and
    Humanities)are undertaken in the vocational
    colleges. Each college opts two trades for
    vocational education.
  • 224 Full Time Resource Persons and 119 Part Time
    Resource persons are engaged to impart teaching
    to vocational students.
  • In order to spread Vocational Education in a
    well-regulated manner, a separate Directorate
    known as the Directorate of Vocational Education
    has been created by the Government under the
    Department of Higher Education with effect from
    1.8.2000 having three Regional Offices.
  • .

  • A student, who has passed in the High School
    Certificate Examination or equivalent is eligible
    to take admission in a vocational trade.
  • The number of students to be admitted for each
    trade is 24. The number can be increased as per
    requirement. The vocational students can opt one
    of the following trades during academic session.
  • Agriculture Area 1. Inland Fisheries, 2.
    Horticulture, 3. Crop Production, 4.Poultry
    Farming, 5. Repair Maintenance of Power Driven
    Farm Machinery, 6.Dairying, 7. Sericulture
  • Health Paramedical area 1.Medical Laboratory
  • Engineering Technology Area 1. Audio Visual
    Technician, 2. Repair Maintenance of Electrical
    Domestic Appliances, 3. Building Maintenance,
    4.Computer Technique.
  • Business Commerce Area 1. Office Management,
    2. Insurance, 3.Accountancy Auditing, 4. Tax
  • Home Science Area 1. Creche Pre-school
    Management, 2. Catering Restaurant Management.
  • Humanities and Other Areas 1. Textile Designing,
    2. Tourism Travel Technique.
  • The certificates of 2 vocational passouts are
    equivalent with 2 Science, Arts and commerce.
  • The above trades are covered under Apprentice

Training for Vocational Students
  • Vocational passouts of Agriculture and
    Engineering Technology areas are undergoing
    apprenticeship training for one year by the
    Board of Practical Training, Kolkata with a
    scholarship of Rs.1970/- per month.
  • In other areas the passouts are undergoing
    training in-
  • Institute of Mineral and Material Technology
  • Regional Centre of Central Tuber Crops Research
  • Central Institute of Plastic Engineering and
  • Centurian University of Technology and Management
  • Odisha Sponge Iron and Steel
  • Paradeep Port Trust
  • Central Horticulture Experiment Station
  • Directorate of Research on Women in Agriculture
  • Central Institute Fresh Water of Aqua Culture
  • Ferro Alloys Corporation
  • Hindustan Aeronautics Ltd. and others
  • After completion of the above training they are
    eligible for Government and Private jobs as
    Gomitra, Shikshya Sahayak, Village Level Worker,
    Village Area Worker, Horticulture Extension
    Worker, Data Entry Operator, Medical Laboratory
    Technician, Insurance Agent etc.

Training for Vocational Teachers
  • Every year Pandit Sunderlal Sharma Central
    Institute of Vocational Education (PSSCIVE),
    Bhopal is organising Capacity building training
    programmes for Teachers of Vocational Education
    and the teachers of trades from our state are
    attending for enhancement of their trade
  • Our teachers are also recipients of NCERT
    awards for best practices in Vocational Education
    every year.
  • Teachers of Creche and Preschool Management have
    participated in the training programme on Latest
    Trends and Development in Creche and Preschool
    Management by PSSCIVE.
  • Teachers of different trades have participated
    in the training programme Developing Teaching
    skills in Classroom, Workshop and Laboratory by
  • Teachers of Business and Commerce areas have
    participated in the training programme Subject
    updating with visit and practicals in Industry,
    Laboratories and research institutions by
  • Teachers of Dairying trade have attended the
    training programme in Dairy Technology and
    Agriculture related courses in School by PSSCIVE.

Future Strategies
  • Bachelor in Vocational Education (B.Voc.) in the
    state of Odisha as per UGC guidelines is to be
    introduced in 50 colleges from the academic
    session 2015-16 for the vertical mobility of the
    2 vocational passouts.
  • Decision has taken at the Government level to
    introduce new vocational trades as per
    Apprenticeship Act in the place of existing
    trades by following the National Skill
    Qualification Framework (NSQF) guidelines.
  • For the Skill Development initiatives,
    enhancement of potentiality and practical
    knowledge for the vocational students, recently
    Govt. of Odisha have sanctioned a tune of rupees
    23 crores 51 lakhs 25 thousands to provide
    training through different Institutions/Organisati
  • To provide more apprenticeship training, an
    Extension Centre of Board of Practical
    Training (BOPT) is to be opened at Bhubaneswar
    very shortly.
  • A Placement Cell has been established at the
    Directorate of Vocational Education for
    vocational students from the session 2014-15.
  • A state level workshop on Effective Management
    of Vocational Education in the State of Odisha
    is scheduled to be organised on 30.12.2014.
  • Government have taken steps to organise training
    programmes on Capacity Building, Quality
    Enhancement and Effective Integration of Skills
    for Full Time Resource Persons those who are
    engaged as teachers in Government Vocational
    Junior Colleges.
  • 30 Model Government Vocational Junior Colleges
    (GVJCs) are to be established in 30 districts in
    the state.
  • Decision has been taken at Government level to
    open more Government Vocational Junior Colleges
    apart from 231 as there is need for skilled
    personnel at state, national and global levels in
    21st century.
