Title: NATIONAL ADDRESS DATABASE

1
NATIONAL ADDRESS DATABASE
  • Background Overview Report
  • Tony Spicci
  • NGAC Meeting
  • April 2, 2014

2
Products Activities
  • The NGAC developed a paper in 2012 assessing the
need for the development of a National Address
Database (NAD). The paper strongly supported the
    development of a NAD.
  • The NGAC passed a resolution in September 2013
reiterating this support and encouraging the FGDC
to develop a funding strategy to implement a NAD.

3
Continuing Activities
  • NGAC has been working with NSGIC, NENA and NACo
to identify compelling use cases for a NAD.
  • NGAC has encouraged inclusion of Addresses into
the A-16 framework and identification of
    opportunities and constraints for multi-agency
    development of a NAD.

4
Key Findings/Learnings
  • There is
  • no clear A-16 responsibility for addresses
  • a need to have addresses be part of the NSDI
  • no clear delineation of responsibility for
    creating a NAD
  • a need to facilitate and enable cross agency
    projects
  • FEMA has a need for correct addresses to save
    lives and money (recent RFI)
  • The NGAC Address paper identifies the need for a
    NAD

5
Possible Next Steps
  • Continue to develop compelling uses cases
describing the need for a National Address
    Database
  • Encourage agencies to
  • Propose an adjustment to the A-16 schema
  • Incorporate aspects of addresses into the A-16
    schema develop a NAD
  • Explore ways to facilitate and enable agencies to
    conduct cross-agency projects

6
2014 Guidance National Address Database
  • The NGAC has provided very helpful advice and
recommendations on the potential development of a
    National Address Database.
  • The NGAC is requested to provide ongoing input on
    this effort, including the following
  • Identify compelling use cases demonstrating the
value and utility of a National Address Database.
  • Describe the potential relationship between a
National Address Database and National Parcel
Data and identify possible opportunities to
coordinate and leverage the two efforts.
