The House of Burgesses made the laws for the
Jamestown colony and represented only the white
men who owned land. The Mayflower Compact was an
agreement made by the Pilgrims that said they
agreed to obey all the laws of the colony. It
was only signed by men. Both the House and the
Compact were the first steps taken towards
self-government in North America.
