• Latvia has not taken any steps to ratify the
  Protocol on Liability and Compensation for now

(I) Ratification process of international
agreements in Latvia

• Ministry of the Environment of the Republic of
  Latvia may initiate the ratification process by
  making the draft law on ratification and starting
  consultations with another ministries, NGOs and
  representatives of industry

(II) Ratification process of international
agreements in Latvia

• Ministry of The Environment have to present draft
  law to Cabinet of Ministers
• Cabinet of Ministers accepts the draft law and
  presents to the Parliament
• The Parliament ratifies the Protocol on Liability
  and Compensation

(I) Difficulties, concerns and obstacles
identified in Latvia to ratification of the
Protocol

• There is no experience of the evaluation of
  environmental damages as well as insurance on
  this matter
• If there is contradictions between national law
  and international agreement, the last one
  prevails
