a proposal
  • This proposal is a simple, minimum cost pilot
    initiative based on the practical experience
    acquired by the ILO on the subject of Labour
    Administration over time through its ongoing
    assistance to the regions governments, and its
    technical cooperation projects.
  • This proposal is based on the ILO project in
    support of IACML and the experience acquired as a
    result.

Starting point
  • 1.       a network for the exchange of
    information and the generation of good
    practices.
  • 2. The network would serve the purpose of
    receiving and processing the various papers,
    projects and actions produced and generated in
    the region on the subject of labour
    administration, classified by topic, country,
    method and results, in order to encourage and
    promote the exchange of information on successful
    experiences in this area, as well as to improve
    the individual countries capacity to identify
    specific needs.

The proposal
  • Initially, ILO would provide the monitoring with
    constant cooperation and information from the
    OAS, which at a later time will be in charge of
    operational management and dissemination.

1st Phase -- ILO
  • In its web page, the IACML support project will
    develop a portal including an open matrix as a
    starting point where all available information on
    assistance and projects will be synthesized
  • The portal will be subject to the ILOs technical
    supervision

1st phase evaluation
  • The first deliverable will be shared with the
    IACML working groups, which will determine
    whether it is useful and appropriate as basis for
    further work, and can be transferred to the OAS
    for data feeding and monitored at the
    governmental level by countries in the hemisphere.

The 2nd phase
  • envisages independent data feed by the countries
    through the network, and as required by the
    matrix which by then will have been established,
    for a determined period and under the ILOs
    technical supervision.
  • The OAS will be in charge of managing, promoting
    and disseminating knowledge of said data feed.
  • The ILO will establish an open URL for queries
    regarding relevance for purposes of selecting the
    elements to be included in the matrix, so as to
    resolve any technical doubt.

2nd phase evaluation
  • An evaluation report to be sumitted to the
    Working Groups. These will establish the
    effective cost, the needs and the real
    opportunities of the network on the basis of the
    experience gained.

Timeframe
  • April-July 2005 final design of the matrix, ILO
    data summing up and processing, networking,
    informing the member countries.
  • July-September 2005 OAS web page (link), email
    address for queries, dissemination, reporting,
    data feed from individual countries.
  • October 2005
  •          ILO reviews the data entered
  •          evaluation and final proposal

Cost
  • The pilot phases will be carried out by the ILO
    using its internal resources and operational
    support from the USDOL project. Follow-up will
    require specific external resources from the
    participating countries. Their amount will depend
    on the results of the pilot phases.
