Recent ITU Response to Disasters
ITU Response Effort
  • Dispatch of 25 satellite phones and solar panels
    with free airtime to Tonga and Samoa in the
    aftermath of Pacific tsunami (Sep 2009)
  • Dispatch of 40 satellite phones with free airtime
    to Indonesia in response to the West Sumatra
    earthquake (Sep 2009)
  • Deployment of 10 satellite phones and free
    airtime following the ferry disaster sinking of
    Princess Ashika (Aug 2009)

CHALLENGES
  • Sufficient resources to be deployed when needed
  • More rapid deployment of the resources to a site
  • Greater awareness of the initiative within
    governments, UN agencies, international
    organisations, NGOs, and humanitarian actors
  • Coordination for requests and resource provisions
    among providers, requesters, and facilitators
    and
  • Enhanced cooperation and partnerships including
    funding

Management
OBJECTIVES
  • Provide a single point of contact for countries
    requesting for ICT assistance in response to
    disasters
  • Provide technical assistance through deployment
    of ICT resources (human, ICT equipment and
    services) for rescues
  • Facilitate contacts and coordination between
    assistance providers and requesters
  • Guide and assist countries in development of a
    national emergency telecommunications plan and
    standard operating procedure
  • Build a network of volunteers for rescue
    activities
  • Provide technical training in the use of ICT
    equipment and services for emergency
    communications

National Emergency Telecommunications Plan (NETP)
aims at
  • Identification of telecommunications needs in
    time of emergencies
  • Identification of vulnerabilities, and assessment
    of threats
  • Forging of partnerships
  • Forward-planning as part of preparedness

The NETP should be part of a national disaster
management framework or plan

Tampere Convention on the Provision of
Telecommunication Resources for Disaster
Mitigation and Relief Operations
  • Provides the legal framework for the use of
    telecommunications in international humanitarian
    assistance
  • Reduces regulatory barriers
  • Protects providers of telecommunication
    assistance while safeguarding the interests of
    the host country
