  • Enacted by State Legislature in 1993
  • Purpose
  • Promote the expeditious and orderly conversion
    and redevelopment of Fort Devens for nonmilitary
    uses
  • Provide an interim governmental structure for
    Devens which will assume specified local
    authority and duties
  • Created the
  • Devens Regional Enterprise Zone
  • Devens Economic Commission (DEC)
  • Devens Education Advisory Committee (DEAC)

  • Passed by the 3 towns at Super Town Meeting in
    1994
  • Blue print for the conversion of Fort Devens
    Military Reservation to civilian uses
  • Based on the principle that economic development
    and environmental protection are common interests
