Title: Competitiveness of Europe: Will the Seventh Framework Programme help to win the Lisbon Strategy?

1
Competitiveness of Europe Will the Seventh
Framework Programme help to win the Lisbon
Strategy?
Turkey Position in the European RD
  • JERZY BUZEK
  • MEMBER OF THE EUROPEAN PARLIAMENT
  • RAPPORTEUR FOR FP7

Suleyman Demirel University, Isparta, 23.06.2006
2
Lisbon Strategy
  • to become by 2010 the most dynamic and
competitive knowledge-based economy in the world
capable of sustainable economic growth with more
and better jobs and greater social cohesion and
    respect for the environment

3
Towards a European Research Area
  • In 2000 a new political project was announced by
the Commissioner Philippe Busquin creation of
the European Research Area aiming at integrating,
    strengthening and structuring research efforts
    all over Europe
  • Towards a European research area, Communication
    from the Commission, January 2000

4
Current Performance
5
Source European Innovation Scoreboard 2005
6
since 2000
  • Growth gap with North America and Asia widened
  • Challenges of low population growth and ageing
    more visible
  • Expenditure on RD raised only up to 1.9 of GDP
  • European Paradox in generating splendid
scientific knowledge and insufficient ability to
convert this knowledge into innovation and
    commercial products
  • Budget of Framework Programmes the only one
which is growing in the EU, but not satisfactory

7
lagging behind
  • European funding, mostly through the Framework
Programmes, represents only around 5.36 of total
public funding for research in Europe. In other
words, about 94 of public funds for research are
    invested at national level.
  • Europe is lagging behind the leading economies of
the world performance on RD in both the public
and the enterprise sectors. Gross expenditure on
RD is currently at 1.95 of GDP in the EU,
compared with 2.7 in the US and 3.1 in Japan.
  • The gap between the EU and the US in terms of
investment in RD in 2001 has reached  128
billion a year, 80 of which can be attributed to
the difference in private sector spending in
    research and development.

8
Research is a Significant Part of European
Heritage and Identity
  • Europe was a world leader in research.
  • Why not take this position now?

9
Necessary pre-condition
  • The research career in Europe must become
  • more attractive than in the USA (or elsewhere).
  • Otherwise
  • the outflow of European researchers will continue
  • the inflow of foreign researchers will not
    increase

10
  • Competitiveness of Europe
  • We cannot stop in the middle of our way
  • New Lisbon Strategy is requiredTriangle of
    Knowledge
  • education, research, innovation

11
Renewed Lisbon Strategy
  • The Wim Kok Report has identified as one
  • of the top five areas of the development
  • of a knowledge-based society policy.
  • The following actions were recommended
  • setting up of an area of research and
    innovation
  • boosting spending on RD - 3 of GDP
  • making Europe more attractive for its best
    brains
  • promoting new technologies

12
Triangle of Knowledge education - research
- innovation
  • Education
  • high level education (new concept of
    universities)
  • integrated MSc PhD, European scientific carrier
  • competing for talents
  • providing best opportunities to generate and
    develop new ideas
  • multi/interdisciplinary approach
  • entrepreneurial skills, risk taking, creativity

13
Triangle of Knowledge education - research
- innovation
  • Research as the key factor for growth in all
    Member States
  • all EU members should reach the level of 3 of
GDP expenditure on RD (no money no results)
  • political support in all MC
  • stimulation of investments in industrial RD

the necessary condition 3 of GDP expenditure on
RD
14
Triangle of Knowledge education research -
innovation
  • Research
  • reinforce the scientific excellence in new, fast
    growing research areas
  • biotechnology, medical research, nanotechnology,
    information and communication technologies, clean
    energy
  • competing for the finest talents, supporting
    young researchers

15
Triangle of Knowledge education research
- innovation
  • Innovation
  • centers of excellence, Networks of Excellence
  • linking research to technological innovation
  • industrial RD centers,
  • technology parks,
  • technology incubators
  • creation of spin-offs
  • key problem bringing research closer to
    industry

16
Triangle of Knowledge
Programme Description Budget
7th Framework Programme The central action in support the development of the knowledge economy 55 billion euro from 2007 to 2013
Structural and Cohesion Funds Support less advanced regions in EU will have a strong focus on development RD capacities 345 billion euro for 2007-2013
Competitiveness and Innovation Framework Programme New programme aimed at enhancing European innovation capacity, through support to innovating SMEs, innovation networks, the dissemination of results, technology transfer and the funding of technology innovation through risk capital 3.6 bilion euro
Education and Training Programmes Programmes such as Socrates and Leonardo da Vinci, are aimed at raising the capacity to produce, master and exploit knowledge in Europe through an integrated action on life-long education and training covering in particular university education and training of researchers approx. 2 billion euro
The Quick-start Programme The Quick-start programme identifies key areas for investment in network and knowledge. The split between private and public investment will vary depending on the type of projects supported. total investments 60 billion for 2003 - 2010.

European Research and Innovation Area
  • Now, the next step forward should be commenced
development of the European Research and
Innovation Area (ERIA), which will orient our
efforts towards closer integration of research
with innovation, development of technologies with
    demonstration and commercialization, development
of pools/centers of scientific and technological
excellence and large infrastructure that can
attract and retain high value added business
    investments.

opportunities to benefit from all the schemes of
    FP7

24
  • Collaborative projects and networks together with
    coordination of research programmes (including
    international cooperation) 32.5 bln euro
