3Introduction
- Objectives of the discussion paper
- Provide the results of a literature review
concerning the Canadian state-of-practice in
terms of indicators. - Analyze the results of the literature review and
identify relevant indicators currently used in
Canada and gaps, if any. - Recommend, for discussion and adoption by the
NRTSI, a set of indicators for which performance
measures will be developed during the second part
of this project.
4- Methodology
- Public domain literature, focusing on rapid
access through www - State-of-practice what is being used
- Domestic only in Canada
- Focus on non-technical indicators
- Near future additional data from CPWA
5Definitions
- For the purpose of this study
- An indicator is a representation of a given
condition or situation derived from a series of
observed facts measures that can reveal
relative positions in a given area. - (Adapted from OECD)
- Indicators derived from multiple measures are
defined as a composite indicators. - Measures that comprise an indicator can be
objective, subjective, or value based.

8Literature OverviewOther indicators
- Quality of life (FCM)
- Develop and maintain a vibrant local economy
- Protect and enhance the natural and built
environment - Offer opportunities for the attainment of
personal goals, hopes and aspirations - Promote a fair and equitable sharing of common
resources - Enable residents to meet their basic needs and
- Support rich social interactions and the
inclusion of all residents in community life.
e.g., City of Winnipeg
9Literature OverviewOther indicators
- Economic
- Labour (e.g., employment rates, average employee
earnings) - Construction (building permits I/C/I and R)
- Business and sales (e.g., incorporations/bankruptc
ies, retails sales) - Tourism (e.g., hotel occupancy rate)
- Sustainability (NRTEE)
- Air quality in terms of ground-level ozone.
- Freshwater quality in terms of meeting government
criteria. - Greenhouse gas emissions.
- Forest cover to track the extent of our forests.
- Extent of wetlands in Canada.
- Human capital measured by education.

Performance Measures
(technical)
15Recommended Performance Indicators
- Based on the analysis of the literature, for the
infrastructure systems under consideration (roads
and bridges, potable water, storm and wastewater,
and transit) - Safety
- Social
- Economic
- Environmental
- Health
- System Preservation
- Future Planning
16Next Steps
- Adoption of indicators by the NRTSI (this
meeting) - Creation of Non-Technical working group and
identification of members (this meeting) - Develop (identify, define) key (non-technical)
performance measures that will, in conjunction
with the technical measures, result in the
Framework (over the next 6 months)
