Mission
  • For every child in Minnesota to be ready for
    kindergarten by 2020

Why is the Coalitions work important for
Minnesota?
  • Too many of Minnesotas Children are not fully
    prepared
  • Minnesotas children deserve a clear and concise
    action plan with leadership and accountability to
    achieve desired outcomes
  • We are investing in early childhood care and
    education for our kids, families and future.

Process
  • Research Since 2000, a group of funding
    organizations has conducted extensive research on
    ECCE
  • Determine Need Research identified a long list
    of critical ECCE needs
  • Prioritize for Results Before addressing
    expansive needs, Minnesota must develop a
    framework within which to base ECCE decisions

  • Minnesota needs a comprehensive approach to early
  • childhood care and education.

Leadership
  • Create a cabinet-level agency Consolidate other
    government agencies focused on ECCE and
  • Establish a Minnesota Office of Early Learning
    (or state agency with same role)
  • Hold agency accountable for ensuring the quality
    of the ECCE system and assessing state progress
  • Operational by FY 2012
  • Sustained and coordinated leadership from key
    groups

  • Adopt Accountability Principles
  • Implement Accountability Measures

1. Statewide Report card Provides the
accountability framework for ECCE in
Minnesota 2. Quality Rating and Improvement
System tells us whether providers are meeting
proper standards 3. Screening and assessment of
all children ALL Minnesota children, starting at
age 3, must be assessed for progress toward
school readiness by 2020
