Sewage Sludge
Sewage Sludge - any solid, semisolid, or liquid
residue removed during the treatment of municipal
waste water or domestic sewage. Sewage sludge
includes, but is not limited to, solids removed
during primary, secondary, or advanced waste
water treatment, scum, domestic septage, portable
toilet pumpings, type III marine sanitation
device pumpings (33 CFR Part 159), and sewage
sludge products. Sewage sludge does not include
grit or screenings, or ash generated during the
incineration of sewage sludge.
Also includes Grease Trap Waste When Pumped or
Removed from a Food Service Establishment and
Mixed with Sewage Sludge

Domestic Septageliquid or solid material removed

Persons who prepare sewage sludge are eligible
for coverage under this general permit if the
use or disposal practice is disposal in a
landfill permitted to accept sewage sludge. 
The landfill where the sewage sludge is disposed
must possess a valid, effective permit issued
under LAC 33VII or Subtitle C of the Solid Waste
Disposal Act and be permitted to receive sewage
sludge for disposal.

Transporter of Sewage Sludgea person who pumps

    log or record of activities containing the
    following information regarding the sewage sludge
    and/or grease mixed with sewage sludge
  • The date the transported material was obtained,
    pumped, or removed
  • The origin or source of the material
  • The volume of material removed (generated) from
    each site,
  • The transfer and/or disposal site and,
  • The amount of material that was transported or
    disposed.

Transport Sewage Sludge
  • When transporting sewage sludge, the bodies of
    vehicles must be covered at all times to prevent
  • rain from reaching the sewage sludge
  • inhibits access by disease vectors
  • prevents the sewage sludge from falling or
    blowing from the vehicle and,
  • minimizes escape of odors, and does not create a
    nuisance.
  • If transport liquefied sewage sludge - Vehicle
    shall be constructed and/or enclosed with an
    appropriate material that will completely prevent
    the leakage or spillage of the liquid.

  • The exterior and interior of the body of a
    vehicle that is transporting sewage sludge shall
    be washed down, at a designated washdown area to
  • prevent accumulation of sewage sludge and,
  • for the prevention of odors and disease vector
    attraction.
  • The washdown area shall be designed, constructed,
    and operated to prevent groundwater contamination
    and stormwater run-on and runoff.
  • All water and leachate generated at the
    designated washdown area shall be contained and
    discharged in accordance with all applicable
    state and federal regulations.

  • Standards for Sewage Sludge Pipelines and
    Containment Areas
  • Transfer points, pumping stations, and other
    facilities with a potential for spillage shall be
    located above grade, or in watertight
    compartments, and shall be in containment areas
    constructed to hold the maximum potential spill.
  • Containment areas shall consist of a base and
    dikes constructed of concrete, compacted clay, or
    other impervious materials. All joints must be
    sealed.

Other Standards The administrative authority may
provide appropriate standards for transporters of
sewage sludge that utilize other modes of
transportation.

    sewage sludge hauler manifest or tracking system.
  • The manifest system shall be the primary
    mechanism by which the treatment facility will
    identify the quantity and quality of hauled
    sewage sludge being discharged into the Domestic
    Wastewater or Sewage Sludge Treatment Facility.
  • The manifest system also provides a means to
    ensure only authorized hauled sewage sludge is
    being introduced into the Domestic Wastewater or
    Sewage Sludge Treatment Facility.

    hauler to complete an entry for each load picked

  • h. The treatment facility shall supply blank
    manifest forms to each hauler.
  • i. A copy of the completed, signed and dated
    manifest form shall be supplied to the hauler
    upon discharge of the wastes into the treatment
    system. Duplicate forms are permissible.

  • Manifests shall be maintained by the treatment
    facility and shall be made available upon request
    by duly authorized regional inspectors and/or
    Department Headquarters representatives.

Allowable amount of hauled sewage sludge to be
received at a Domestic Wastewater or Sewage
Sludge Treatment Facility
1. Any truck disposing of hauled sewage sludge
into a Domestic Wastewater or Sewage Sludge
Treatment Facility must be properly licensed by
the State of Louisiana to haul sewage sludge. The
receipt of hauled sewage sludge from an
unauthorized/unlicensed hauler shall constitute a
violation of the Domestic Wastewater or Sewage
Sludge Treatment Facilitys LPDES Permit .
2. The introduction of any trucked or hauled
pollutants is prohibited except at points
designated by the Domestic Wastewater or Sewage
Sludge Treatment Facility.

  • 3. Oxidation Ponds
  •  
  • Treatment works utilizing oxidation ponds for
    treatment of domestic wastewater that receive
    hauled sewage sludge may not accept greater than
    3 of the effluent flow in hauled sewage sludge
    daily, unless pretreatment of the hauled sewage
    sludge is provided.
  •  
  • Treatment works utilizing oxidation ponds for
    treatment of domestic wastewater that do receive
    hauled sewage sludge will receive 10/15 or more
    stringent limits1. Coverage either under the
    Class IV Sanitary General permit or given an
    individual permit.
  • 1 Oxidation ponds that discharge directly into
    the Mississippi, Red or Atchafalaya Rivers may
    retain secondary limitations.

pretreatment of the hauled sewage sludge is
provided.   5. Pretreatment Requirements   Pret
reatment of hauled sewage sludge may be
accomplished by equalization, direct discharge
into the digester, or other accepted technology.
