- Programme will
- address and overcome barriers to delivering
environmental services and management at the
local level in BH - strengthen management of environmental resources
and service delivery - help achieve MDGs 1, 6, 7 and 8 in BH
- be jointly implemented by FAO, UNDP, UNEP, UNESCO
and UNV - involve the participants of central and local
government - programme duration 36 months

are - Inadequate capacity and skills for planning and
implementing EM (both on local and national
level) - Weak local level environmental planning
mechanisms - Lack of data for climate change and environmental

- Low level of environmental awareness

defined and agreed by municipal stakeholders

- action, localizing and achieving MDGs
- Documentation of the legal and institutional
background for environmental governance at entity
and state level. - Reliable environmental indicators (linked with
poverty reduction) to inform entity and state
policy development. - Increased public access to environmental
information - Expanded access to environmental finance
- Greater implementation of environmental
governance actions demonstrating innovation,
poverty reduction and social inclusion approaches
and addressing the achievement of MDG 6, 7 and 8
through improved service delivery - Lessons and best practices from effective
delivery documented and used to inform policy
development.

- Activities will be implemented both on local and
national level - On local level strengthening capacity, creating
of LEAPs (on base of already developed
methodology and using experience from RMAP),
promoting participatory approach, animating
citizens to involve in solving environmental
problems, rising of environmental awareness, etc.
- On national level strengthening capacity,
establishing of the data base, producing
implementation strategy for Kyoto Protocol, etc. - Linking local and national/entity level
- Funding of projects
- Integration of environmental issues in other
sector policies, and all other aspects of life
