Successes of the Lithuanian Presidency
  • Informal Competitiveness Council on the topic of
    skills. Main outcomes
  • Successful build-up of the ERA strongly depends
on how Member States are realizing it in their
    national research and innovation systems
  • High quality research and research environment
helps in retention of talented researchers. In
addition to financial incentives and the quality
factor, social and quality of life issues should
    not be underestimated
  • Policies should include a broad range of skills,
but mixed in the balanced way on either national,
regional and the EU level. We need to overcome
    traditionalism, interdisciplinary fragmentation
at universities and devote attention to
    multidimensional experience in education
  • More efforts need to be devoted to the STEM
    (science, technology, engineering or mathematics)
skills, openness of the curriculum, overcoming
    internal fragmentation within the universities
    themselves

8
Successes of the Lithuanian Presidency

    skills. Main outcomes
  • Activities as bringing talents to Europe using
    the scholarships, establishing networks of
researchers worldwide, examples of industrial PhD
    programmes, Marie Sklodowska-Curie actions, etc.
can form the set of instruments for better
    academia and business collaboration opportunities
  • Mobility of human resources in science and
technology is currently an important policy
matter in Europe. An important group of mobile
    human resources are PhD/doctoral students
  • Further harmonization of efforts is required to
improve and to balance the attractiveness of the
various regions within the EU teaming, twinning
