Elementary Secondary education Act FLEXIBILITY
(ESEA) REQUEST
  • A NEW ACCOUNTABILITY SYSTEM

3
IMPLICATIONS FOR SKSD
  • No district improvement
  • No step 1,2,3,4,5 sanctions for Title I buildings
  • No Choice / SES No required set asides
  • Olalla - new Title I building

4
NEW CATEGORIES/TERMINOLOGY
  • Priority Schools
  • Emerging Schools
  • Focus Schools (Emerging)
  • Reward Schools (EPO,OH,,SGBG Close)
  • Annual Measurable Objectives (AMO) Cutting
proficiency gaps in half NEW state targets 2017
  • Replaces state uniform bar (100 by 2014)

5
AMO EXAMPLE
  • 2011 DATA IS BASELINE SAMPLE High School has a
proficiency score of 70 for 10th grade reading
    in the All student category
  • PROFICIENCY GAP is the difference between 100
meeting proficiency and the baseline year.
Proficiency gap for this group is 100 minus 70
    or 30
  • HALF THE PROFICIENCY GAP represents the growth
required to meet 2017 target. In this example,
half the proficiency gap is half of 30 or 15
  • 2017 TARGET is baseline (70) plus half the gap
    (15) or 85 of this group meeting standard by
    2017
  • ANNUAL INCREMENTS schools have 6 years
(2012-2017) to reach 85 proficiency target.
Yearly targets grow by EQUAL increments. In this
case, the annual increment is 15 (half the gap)
divided into 6 equal parts, or 2.5
  • TARGET for 2012 is baseline (70) plus annual
    increment (2.5) or 72.5, 2013 target is 75,
2014 target is 77.2, leading to 2017 target of
    85.

6
NEW GRADUATION CALCULATIONS
  • OLD METHOD (estimated cohort) is a composite
cohort. Uses dropout rates for all grades within
one school year to determine an ESTIMATE of the
number of students graduating. Allows for
alternate expected graduation year for Special
    education/ELL students. Allows adjustment for
    deficient credits
  • ADJUSTED COHORT (NEW METHOD) Is an ACTUAL
cohort, students are tracked over 4 years w/
adjustments made for transfers in/out. IMPOSES
concept of 4 year time span. NO adjustments for
Special education/ELL to take longer. ALL
students are expected to graduate 4 years after
first entering 9th grade. Credit deficient
transfers MAY NOT be reclassified into lower
    grade.
