Regional Approach
  • Since 1990, the SWMCBs regional approach has
    achieved
  • A unified vision for the metropolitan area
  • Regulatory efficiencies for the private and
    public sectors
  • Landfill abatement results
  • Increased accessibility to services
  • Extensive promotions of proper waste management
  • Grass-roots initiatives

The Regional Approach and the Master Planning
Process
  • Joint development of the Regional Master Plan
    allowed counties to work toward a common vision
    and common goals, while recognizing the diversity
    of the counties.

Master Plan Structure
  • Based on performance measurements, with outcomes
    and county supporting initiatives.
  • The region is accountable for meeting State goals
    and environmental outcomes. Counties are
    accountable to each other.

Regional Accomplishments 20 Year Highlights
  • Prepared a report on the Regional Solid Waste
    Systems with recommendations for efficiency
    adopted the first SWMCB JPA.
  • Charged by Legislature to prepare a waste
    facility Replacement Siting Process report.
  • Prepared a comprehensive Statement of Need for
    the region.

  • Expanded and continued Anoka Countys Resourceful
    Waste Management Guide for businesses to a
    regional resource.
  • Prepared an extensive research report on Paint
    management that led to the product stewardship
    initiative.

Regional Accomplishments 20 Year Highlights
  • Negotiated Agreement between the State and
    Counties for conducting Hazardous Waste
    inspection and enforcement.
  • Conducted a demonstration project for retail
    take-back of CRTs and began a partnership with
    the OEA in a Task Force on Electronics and CRTs
    ultimately leading to the e-waste legislation.
  • Led preparation of the Environmentally
    Responsible Procurement Guide for government
    purchasers.

  • Worked with the U of MN to develop sustainable
    building guidelines and evaluation tools.
  • Developed the first Regional Solid Waste Master
    Plan.
  • Established the Regional Hauler Licensing program
    for MSW haulers, whereby a hauler in any of the
    member counties only needs to apply for one
    license to collect waste within the region.
  • Coordinated consistent regulation of healthcare
    hazardous waste.

  • Engaged citizens in waste policy through a
    Citizens Jury.
  • Studied and created a reusable transport
    packaging plan to assist businesses.
  • Organized a regional compost bin distribution
    program, distributing over 50,000 compost bins at
    60 locations.
  • Led development of the Minnesota Construction,
    Demolition and Industrial Waste Study.

  • Extensive promotion of proper waste management
    through the RethinkRecycling campaign.

  • Provided over 100 Community POWER grants to
    non-profit organizations for grassroots waste
    reduction and recycling initiatives.

  • Contributed to the successful passage of the
    E-Waste recycling law, which has increased
    recycling opportunities for residents in the Twin
    Cities metro area.

  • Succeeded in advocating for the addition of a
    Mn/DOT permissive specification that allows for
    5 tear-off shingles in hot-mix asphalt for 2010.

  • Regional Policy
  • Collaborated with the MPCA on the Metropolitan
    Solid Waste Policy Plan development.
  • Began work on a governance analysis.
  • Analyzed regional data for 2009 and created the
    2009 Annual Results Report.

  • Regional Policy
  • Developed a Speakers Bureau tool kit on
    Product stewardship that includes a PowerPoint
    template, 2 fact sheets, and a template for
    passing a resolution of support for product
    stewardship.
  • Hosted the Day at the Capitol event on February
    18 with over 50 county staff attending,
    connecting with nearly all house and senate
    members either by meetings or leave-behind cards.

  • Conducted ongoing public relations that resulted
    in over 11 million consumer impressions January
    May.

    that generated over 3,000 visits to
    RethinkRecycling.com.
  • Over 100,000 visits to RethinkRecycling.com to
    date.

  • Sent 4 issues of the Green Tips e-newsletter,
    reaching nearly 6,000 people per issue.
  • Sent 4 issues of the Partner E-Newsletter,
    reaching over 500 project partners per issue,
    including city recycling coordinators, past and
    present Community POWER grantees, and waste
    haulers.

  • Completed new tool kit on the new Compostable Bag
    law, including images, articles, utility bill
    inserts and shelf talkers.
  • July 30 New tool kit on HHW, including images,
    articles, and ad templates, complete.

  • August 3 Forum on social media for project
    partners, including counties, cities, waste
    haulers, and Community POWER grantees.

    through the Regional Hauler Licensing Program.
  • Managed the HHW reciprocal use agreement.
  • Continued to work on regional HHW promotions.

    waste regulatory coordination.
