Who we are
  • Funded by the Maternal and Child Health Bureau
  • A project of the Health and Disability Working
    Group at the Boston University School of Public
    Health
  • The National Center dedicated to the MCHB outcome
    measure all children and youth with special
    health care needs have access to adequate health
    insurance coverage and financing.

What we do
  • Create resources (publications, topical
    conference calls, annual meetings)
  • Answer TA questions about health care financing
    policy for CSHCN
  • Guide stakeholders to data sources outside our
    own work
  • Connect those interested in working together to
    address complex financing issues

Selected State Strategies to Cover Autism Services

Selected examples of state strategies...
  • In Pennsylvania, legislation passed in July 2008
    which mandates private insurers to cover
    medically necessary treatments for individuals
    with autism up to age 21. As of July 1, 2009,
    Insurers are responsible for the cost of autism
    treatment up to 36,000 per year. Under the new
    law, treatments and services for autism,
    including psychiatric care, psychological care,
    rehabilitative care including applied behavioral
    analysis and pharmacy services are covered, as
    well as those services proven to prevent
    regression.

State strategies, continued....
  • Maryland's autism waiver covers intensive family
    support and training, therapeutic integration
    services, respite care and home modifications.
    The waiver also covers intensive individual
    support in the home, at school or in the
    community. At last report, nine hundred children
    with autism were being served under this waiver.

  • South Carolina has a Home and Community-based
    Services (HCBS) waiver to provide Applied
    Behavioral Analysis (ABA) therapy for children
    with autism. Under this program, school districts
    can bill Medicaid for care coordination, therapy
    and counseling.
