What Does a PCR Do to Help Small Business
Contractors?
  • Represent SBA and SB on all matters pertaining to
    Federal Government Procurement.
  • Counsel representatives of small business
    concerns and advise them on how to sell their
    products to the Federal Government.
  • Review all procurements over 10,000 not
    set-aside by the agency, including bundled
    requirements, for potential of SBSAs etc.

PCR Duties Continued
  • Appeal unwarranted rejections or withdrawals of
    set-asides to the head of the contracting
    activity.
  • Support all small businesses.
  • Support the 8(a) program. Become familiar with
    firms in the portfolio of the local District
    Offices.
  • Cosponsor and attend training conferences that
    advise SB of procurement opportunities.
  • Breakout PCR reviews documentation under sole
    source buys to see which actions could be
    competed.

Size Re-Certification Rule
  • Published November 15, 2006 (71 Fed. Reg. 66434)
  • Effective Date June 30, 2007
  • Delay necessary to enable FAR provisions and
    clauses to be drafted and inserted into
    solicitations and contracts
  • Delay necessary to alter FPDS to allow size
    status to be changed on a going-forward basis
    (without altering past data)
  • Rule primarily applies to contracts with
    durations greater than five (5) years
  • Re-certification required prior to the beginning
    of 6th year, and prior to the exercise of each
    option thereafter
  • No requirement to terminate contracts, or
    prohibition on exercising options where size
    status changes
  • No requirement to change terms and conditions of
    contract, i.e., limitations on subcontracting,
    subcontracting plan, etc.
  • Applies to existing contracts and solicitations

    competitor or other interested party protests)

Set Aside Programs (cont.)
  • SBA Hubzone Program
  • It must be a small business by SBA size
    standards
  • Its principal office must be located within a
    HUBZone, which includes lands on federally
    recognized Indian reservations
  • It must be owned and controlled by one or more
    U.S. citizens,
  • At least 35 of its employees must reside in a
    HUBZone.
