1. Current situation
  • 1) The situation of port construction
  • 5 port clusters Bohai rim ?Yangtze river delta
?Southeast coast ?Pearl River Delta and Southwest
    coastal
  • gt400 ports, gt30,000 berths
  • 22 crude oil terminals up to hundred million and
there are 12 large ports in the world's top 20

4
crude oil wharf exceed 300,000 tons in Dalian
1. Current situation
  • 2)Dangerous cargo wharf
  • More than 400 liquid chemical wharf exceed tens
    of thousands tons along coast.
  • Large wharf exceed 300,000 tons, while small ones
reach only a few hundred tons.

crude oil wharf exceed 300,000 tons in Qingdao
5
Ningbo Chinhae chemical industry region
1. Current situation
  • 3) Repository area
  • Extensive distribution and large numbers of
    liquid chemical tanks
  • The largest crude oil tanks is 250,000 m3, with
    total millions m3 tank areas.

Dalian's Xingang Harbor chemical industry region
6
1. Current situation
  • 4) Category of goods
  • Hundreds of dangerous goods transported by
    ships, mainly
  •  Crude oil, refined oil, gas, etc.
  • Benzene, styrene, methanol, caustic soda, acetic
acid, aniline and other liquid chemicals
  •  Other solid bulk chemicals

7
1. Current situation
  • 5)Handling capacity
  • The handling capacity of dangerous goods in ports
reached 748 million tons by 2011
  • Including more than 200 million tons crude oil

8
2. Risks of Accident
  • 1) Risks of accidents in waterborne
    transportation arises with the
  • development of dangerous goods tank construction
  •  increasing volume of crude oil and other
    chemicals

9
  • On July 18,2009,at Yueyang wharf, a chemical
tanker equipped with 1080 tons cyclohexane
    (flammable, explosive, toxic substances )exploded
    when it worked.

10
  • In 2007,a 100,000tons oil tanker collided with
    terminal
  • 1 berth collapsed
  •  The ship damaged with six or seven-square-meter
    strap

11
  • On July 16, 2010, a crude oil pipeline explosion
    broke out in Dalian Port
  • Oil spill and fire disaster.
  •  Ecological disaster

12
2. Risks of Accident
  • 2) Most dangerous goods are toxic and hazardous
    chemicals. The accident cause serious
    consequences
  • Large number of casualties and huge economic
    losses
  • Ecological damage
  • Seriously influence on the fish farming industry
  • Water pollution, affecting the drinking water
    (e.g. 11.16 accidents in Jilin Petrochemical )

13
3. Safety and emergency management
  • 1) Legal system
  • (1)laws and regulations
  • Safety Prodution Law , Port Law, Law of Dealing
    with Sudden Incidents.
  • Hazardous Chemicals Control Ordinance, Safety
Management Regulations of Hazardous Material and
    so on.

14
3. Safety and emergency management
  • 1) Legal system
  • (2)legal rules
  • Article 20 of Hazardous Chemicals Control
Ordinance The project of new port construction,
rebuilding ports, extending ports and dangerous
chemicals ports cloud started when port
    administrative department reviewed the safety
    conditions of the ports.
  • Article 4 of Safety Management Regulations of
Hazardous Material in Ports the Ministry of
    Communications responsibility include security
management of all ports hazardous material.

15
3. Safety and emergency management
  • 1) Legal system
  • (2)legal rules
  • Safety Management Regulations of Hazardous
    Material in Ports
  • Engage in dangerous Goods Port Operations License
  • Dangerous goods port construction project must
have safety review, safety facilities review and
acceptance, engage in dangerous goods port
    operations report.
  • Port operator shall apply Port Operation
License and Engage in dangerous Goods Port
    Operations License

16
3. Safety and emergency management
  • 1) Legal system
  • (2)legal rules
  • Safety Management Regulations of Hazardous
    Material in Ports
  • Port operator must formulate the emergency plan
of dangerous goods accident for its unit and
periodically exercise such plan , and equipped
with emergency rescue workers and the necessary
    emergency rescue equipment.
  • Port management departments must establish
dangerous goods accident emergency system ,
    including professional emergency team and
    emergency resource storage.

17
3. Safety and emergency management
  • 2)Safety management
  • Risk assessment technology
  • Identification of major hazard installations
  • Risk evaluation and classification of major
    hazard installations
  • Safety regulation and emergency system

18
3. Safety and emergency management
  • 3) Establish emergency response system
  • Emergency Plan
  • Emergency supplies and equipment layout planning
  • Professional emergency response personnel
    construction

19
3. Safety and emergency management
  • 4) Emergency disposal technology of
    petrochemical port
  • Accident pre-warning technology of petrochemical
    port
  • Hazardous material leakage control technology
  • Hazardous material removal technology
  • Emergency decision-making technology

20
4. Suggestions
  • 1) Conclusion
  • High potential of accident for petrochemical port
  • Strengthen research on safety and emergency
    technology of petrochemical port
  • Establishing and improving emergency response
    system
  • Establishing and improving safety regulation
    system

21
4. Suggestions
  • 2)Suggestions
  • Promoting the cooperation with US in safety and
emergency response, to decrease the risk.
  • Declaring international cooperation project,
    focusing on
  • (1)Risk assessment technology of petrochemical
    port
  • (2)Safety monitoring and accident warning of
    petrochemical port
