Opportunity for Ireland to Change its Chronic
Attitude Towards Alcohol?
  • Stephen Rowen
  • ATI
  • Training and Education

2
Introduction
  • The Boom is Over.......
  • Unemployment is up........
  • The Government is in Crisis.....
  • The Health Services have no Money................
  • Alcohol Consumption Levels are Down!!!

3
Alcohol Misuse! In the past, we.......
  • We blamed it on poverty, joblessness and
    accompanying emigration and despair....
  • We blamed it on the Irish Famine...
  • We blamed it on our genes
  • And on our weather..............
  • We said that drinking too much was just who we
    are as a people...

4
But It got worse........
  • When we got to have loads of
    MONEY.....................
  • Why ???
  • How???

5
Party time.....
  • Irish People
  • worked hard
  • played hard
  • took foreign holidays
  • became the fifth most well-off
  • people in the world (2007)
  • And we drank more than ever!

6
Alcohol Related Harm
  • Alcohol Consumption up by 48 from 1986 to 2003
  • Abolition of the Groceries Order Bill brought us
    special prices on booze
  • About half of all alcohol related harm done by
    non-alcoholics

7
Substance Use/Misuse Dependence
  • Often thought of as points on a spectrum....
  • Yet some to be addicted while others are not...
  • Is addiction due genetics?
  • Is alcoholism due to drinking too much too often
and eventually crossing an invisible line?

8
What About Irish Culture?
  • Despite our small size, we are a diverse
people....rural urban, rich and poor, native
    Irish and foreign born, etc
  • Changing culture.....traditional structures are
    being replaced by...
  • ???????

9
Power of the Drinks Industry is HUGE
  • Opposed to statutory limits on advertising of
    beer wine
  • Opposed to lowering the BAC on driving under the
    influence legislation currently pending
  • All this despite proven success of lowering BAC
    here and elsewhere
  • How many beer ads does a young person views on TV?

10
More importantly.....
  • We need to change our fundamental belief that 8
out of 9 of us can exceed safe drinking levels at
least once a year and still believe that alcohol
misuse is someone elses doing and........ that
someone else needs to fix the problem (courts,
    police, politicians, teachers, youth leaders,
    etc)

11
What About Treatment?
  • Residential Programmes (Talbot Grove, Tabor
Lodge, Rutland centre, Sr Consillios places,
    etc)
  • Outpatient Programmes (The Anchor in Mallow,
    Arbour House in Cork, etc)
  • Generic Counsellors need to be upgraded to
    address addiction

12
Treatment Works!!!
  • Challenging the Addictive Thinking Behaviour
  • Addressing Underlying Issues such as Trauma and
    Family of Origin Chaos
  • Educating Clients Families about Addiction and
    Recovery
  • Strong Aftercare/Continuing Care support

13
Family Breakthrough
  • Focus is all too often on the addict
  • In US, 94 of resources are invested in
    addictsfamilies get 6
  • Focusing on healthier, better informed and
stronger families would enhance our services
  • Family gets mentioned as secondary issue with
    inadequate support

14
Will we change???
  • Perhaps ...and perhaps not.....
  • Our Economic Crisis not only will bring terrible
hardship for so many (and already has) but.....
  • But this is an opportunity for break the grip
that drink (and the drinks industry) has on so
    many

15
Attitude Change !
  • Our views spirituality and sexuality have changed
    enormously
  • Now, in a time of hardship, our views towards
alcohol, etc must change as well
  • With time, effort and skill.......we can expect a
    miracle
