Requirement for Full Release of Funds
  • At least 60 of Total Available Funds (TAF) to be
    utilised
  • Transfer of funds not to implementing agencies
    but beneficiaries to be treated as expenditure
  • Opening balance in UC to tally with closing
    balance in Audit Report
  • Closing balance to be less than 10 of TAF
  • Diversion of IAY funds and interest amount for
    other purposes not permitted
  • Reporting of Outcome performance as part of UC
  • In case of excess closing balance utilise 75 of
    TAF by 31st December

Common/Frequent Shortcomings/Errors in Proposals
submitted for II Installment
  • State share not released or partially released
  • UC/AR/Block Expenditure Statement and Bank
    Reconciliation Statement do not tally
  • Compliance with Auditors observations not
    furnished with the proposal
  • Bank Charges/Contingency Expenditure included in
    the Income and Expenditure Statement which is not
    permissible
  • The interest accrued on IAY funds parked in the
    bank can only be utilized towards unit assistance
    and not for any other purpose
  • Funds under Total Sanitation Campaign (TSC) only
    to be utilized for construction of latrine in
    IAY house

Funds released under Special Packages during
2008-09
  • Rs. 412.91 crore were released as special package
    for construction of 3.15 lakh houses in 33
    districts worst affected by naxalite activities
    in eight States of Andhra Pradesh, Bihar,
    Chhattisgarh, Jharkhand, Madhya Pradesh,
    Maharashtra, Orissa and Uttar Pradesh. All
    districts availed II installments but
    documents/clarification are still pending for
    settlement of the case.
  • Rs. 20.61 crore were released as special package
    for construction of 0.23 lakh houses in 14 border
    area districts of Jammu Kashmir, Himachal
    Pradesh, Arunachal Pradesh and Assam. Out of 14
    districts 9 districts availed II installments
    rest of five districts namely Dibang Valley and
    Kurang Kurmey of Arunachal Pradesh and Jammu,
    Kathua and Poonch of J K not availed II
    Instalment. The documents in respect of 9
    districts namely Anjaw of Arunachal Pradesh and
    Leh, Jammu, Baramulla, Kupwada, Rajauri and
    Kargil of Jammu Kashmir and Kinnaur , Lahul
    Spiti of Himachal Pradesh who availed the II
    Installments are still pending for settlement of
    the case.
  • The documents pending in all the cases
    mentioned above are Utilization Certificate (UC),
    Audit Report (AR) Completion Certificate (CC)

Funds released under Special Packages during
2008-09
  • Rs. 99.00 crore were released as special package
    for construction of 0.73 lakh houses in 15
    Kala-azar affected districts of Bihar. Out of 15
    districts only 6 districts availed II
    Installments. The documents for settlement of the
    case are still pending.
  • Rs. 35.25 crore were released as special package
    for construction of 0.47 lakh houses for
    primitive tribal groups in Andhra Pradesh,
    Jharkhand, Rajasthan and West Bengal. Only 1
    district of West Bengal namely West Medinapur
    left to availed II Installments. All districts
    availed II installments. The documents/clarificat
    ion are still pending for settlement of the case.
  • The documents pending in all the cases
    mentioned above are Utilization Certificate (UC),
    Audit Report (AR) Completion Certificate (CC)

Convergence with Differential Rate of Interest
(DRI) Scheme
  • IAY beneficiaries eligible for loan of upto Rs.
    20000 at 4 rate of
  • interest
  • RBI has issued guidelines to public sector
    banks
  • Off-take is extremely poor either due to poor
    awareness among
  • the beneficiaries or due to lackadaisical
    attitude of the banks
  • Up-loaded data shows that only 1948 and 60
    beneficiaries in
  • Gujarat and Tamil Nadu respectively have
    availed of this facility
  • Gujarat has succeeded to some extent due to
    persistent
  • persuasion and follow-up with banks
  • DRDA should pursue the issue with the lead bank
    of the district
  • Beneficiaries should also be assisted in
    approaching and getting
  • loan under this scheme from the banks
  • Data in this regard should be regularly
    uploaded in the MPR
  • format

Convergence with Total Sanitation Campaign (TSC)
  • IAY Guidelines stipulate convergence of IAY with
    funds provided under Total Sanitation Campaign
    (TSC) for providing sanitary latrines in IAY
    houses
  • Deptt. Of Drinking Water Sanitation implements
    TSC under which BPL beneficiaries are provided an
    incentive of Rs. 2200 (Rs. 2700 in hilly
    difficult areas) on construction of a sanitary
    latrine
  • The latrine should be constructed within the
    premises of the house
  • Presently the number of IAY beneficiaries
    availing this incentive is very low
  • Authorities themselves are not aware of this
    provision in many districts
  • Clause for deduction of Rs. 600 from IAY unit
    assistance in case a beneficiary fails to
    construct a toilet was deleted from IAY
    guidelines w.e.f. February, 2006
  • To reiterate the provision, a joint letter with
    Deptt. Of Drinking Water Sanitation issued on
    18th May, 2011
  • Efforts should be made for awareness generation
    of the beneficiaries to ensure that they
    construct and use toilet after availing the
    incentive amount under TSC

Convergence with other schemes
  • IAY stands converged with other schemes such as
    provision of Smokeless Chullahs, Rajiv Gandhi
    Gramin Vidutikaran Yojana, Life Insurance Scheme,
    Health Insurance Scheme, MGNREGA etc
  • Uploaded data shows a miniscule number of
    beneficiaries availing the benefits available on
    account of these convergence
  • DRDAs should be pro-active in creating much
    greater degree of awareness among the
    beneficiaries of such benefits available to them

Issues for Discussion
  • Cost of unit assistance under IAY is considered
    insufficient keeping in view the overall increase
    in construction materials and labour.
  • Inspite of continuous monitoring, permanent IAY
    waitlists are still not finalized /painted in
    many States/UTs
  • It must be ensured that targets fixed for each
    category are achieved.
  • DRDAs should work actively with IAY beneficiaries
    and provide required technical information about
    disaster resistant construction of the house as
    well as low-cost /environment friendly
    technologies.
  • DRDAs to ensure that the IAY beneficiaries get
    benefits under the Schemes converged with IAY
    especially the benefit under TSC.
  • Uploading of IAY beneficiaries data is very slow
    and may be speeded up.
  • Some of the UTs are not reporting the
    physical/financial performance online . It may be
    ensured that the data is submitted online by the
    UTs as non-uploading of data by some of the UTs
    has resulted in decreased achievement of target
    in the RFD.
