GENERAL OVERVIEW
  • HUD has assumed responsibility for rental
    payments for families affected by Hurricanes
    Katrina and Rita.
  • The new Disaster Housing Assistance Program
    (DHAP) is provided through local housing
    authorities.

GENERAL OVERVIEW
  • The Emergency Housing Assistance Corporation
    (EHAC), a unit of the Arlington Housing
    Authority, will manage the DHAP program in the
    Arlington area.
  • Local housing authorities will begin making
    payments 11/1/07.
  • FEMA or CLC will continue payments until then.

GENERAL OVERVIEW
  • DHAP is a 16 month program ending 3/1/09.
  • DHAPs goal is to return families to self-
    sufficiency.
  • Transition to self-sufficiency includes case
    management services and family contributions to
    rent payments.

FAMILY ELIGIBILITY
  • FEMA determines continued eligibility.
  • Families can verify or request eligibility by
    calling FEMA at 1-800-362-FEMA.
  • Appeals regarding eligibility will be referred to
    FEMA.

CASE MANAGMENT
  • Families will be provided with individual
    development plans to help achieve their
    personalized goals.
  • Case management needs will vary from weekly,
    monthly and quarterly contact.
  • Case management is mandatory for continued DHAP
    assistance.

  • Families declining participation in case
    management services will not be eligible to
    participate in DHAP or any other FEMA housing
    program.

INCREMENTAL RENT TRANSITION
  • Beginning 3/1/08, families are required to pay an
    incremental portion of rent.
  • The incremental portion is in addition to any
    existing family share already being paid.

INCREMENTAL RENT TRANSITION
  • Incremental rent is 50 each month and increases
    by 50 each month.
  • EHAC will reduce the monthly subsidy by the
    tenants incremental rent, beginning with 50 in
    March 2008 and increasing by 50 each month.

INCREMENTAL RENT TRANSITION
  • Family may request an exception to incremental
    rent transition policy on basis of economic
    hardship.
  • Family must have complied with all case
    management service requirements to apply for an
    exception.
  • Economic hardship waivers require review and
    approval by EHAC.

DISASTER RENT SUBSIDY CONTRACT
  • DRSC terminates if any of the following occurs
  • Lease is terminated by owner or tenant,
  • EHAC terminates assistance for family for
    violating family obligations, or
  • Family vacates unit.

DISASTER RENT SUBSIDY CONTRACT
  • DRSC automatically terminates as of 3/1/09, or at
    such time that subsidy paid on behalf of family
    equals zero, whichever comes first.

FAMILY OBLIGATIONS
  • Supplying information required by HUD
  • Not committing any serious violation of the lease
  • Notifying EHAC before moving out of the unit or
    terminating the lease
  • Participating in case management services

SUBSEQUENT MOVES
  • A family may move with continued DHAP assistance
    within existing jurisdiction.
  • Family may also make one move outside of initial
    jurisdiction.

SUBSEQUENT MOVES UNDER DHAP (contd)
  • Once family has exercised its option to move
    outside of initial jurisdiction, the family may
    not move again between jurisdictions with
    continued DHAP assistance.

TERMINATION OF ASSISTANCE
  • EHAC may terminate assistance for participating
    family that does not comply with family
    obligations under DHAP.
  • EHAC will give family opportunity to request
    informal hearing, if requested.

END OF DHAP
  • DHAP assistance is temporary housing assistance
    and the program terminates as of March 1, 2009.
