  • Para 3.15. states Acquisition programs shall be
    managed through the application of a systems
    engineering approach that optimizes total system
    performance and minimizes total ownership costs.
  • Para 3.19. states The PM shall apply human
    systems integration to optimize total system
    performance (hardware, software, and human)
    operational effectiveness and suitability and
    affordability. Planning for Operation and
    Support and the estimation of total ownership
    costs shall begin as early as possible.

    utilize representative personnel and are
    suitable (habitable and safe with minimal
    environmental and health hazards) and survivable
    (for both the crew and equipment).

  • PM shall have a comprehensive strategy for HSI
    early.
  • PM shall ensure HFE/cognitive engineering is
    employed.
  • PM shall work with manpower community to
    determine most efficient and cost-effective mix
    of DoD manpower and contract support.
  • For programs where projected skill level
    requirements exceed user population or require
    ASI or include hard-to-fill specialties, PM shall
    identify readiness, PERSTEMPO, and funding issues
    that impact program execution.
  • PM shall identify technology, schedule, and
    funding issues for training programs requiring
    training infrastructure modifications.
