    support members of the Coast Guard Auxiliary who
    join in this effort.

Explanation of Maritime Security (MARSEC)
Levels The Coast Guard has developed a
three-tiered system of Maritime Security (MARSEC)
Levels consistent with the Department of Homeland
Security's Homeland Security Advisory System
(HSAS). The international maritime community is
also using a three-tiered alert system that is
consistent with the MARSEC levels used by the
Coast Guard. MARSEC Levels were designed to
provide a means to easily communicate pre-planned
scalable responses to increased threat levels.
MARSEC Levels will be set commensurate with the
Homeland Security Alert System. Because of the
unique nature of the maritime industry, the HSAS
threat conditions and MARSEC Levels will align
closely, though they will not directly
correlate MARSEC Level 1 applies when HSAS
Threat Conditions Green, Blue, and Yellow are
set. MARSEC Level 2 corresponds to HSAS Threat
Condition Orange. MARSEC Level 3 Corresponds to
HSAS Threat Condition Red

Area Maritime Security Plan (AMS) Effective July
1, 2004 an elevated MARSEC level will trigger a
specific action point from the AMS Plan for the
Port of NY/NJ. The AMS Plan provides a
comprehensive framework for the security of
vessels, ports, and facilities located in the
port area. The development of an AMS plan is
mandated under the Code of Federal Regulations
(CFR 33) and is under the responsibility of the
COTP. The countrys maritime transportation
system is considered vulnerable and any
disruption to this system could be devastating to
our economy. The AMS Plans focuses on (a)
Probable threats and (b) Vulnerability at
facilities and vessels in the port area. The AMS
Plan prevention goals focus on three main
areas Loss of Life Environmental
Disaster Transportation System Disruption The
Division 10 MSEP program assisted in the
development of the Infrastructure section of the
New York AMS Plan.

International Ship and Port Security Code (ISPS
Code) Effective July 1, 2004 the U.Ns
International Maritime Organization will be
enforcing the new ISPS Code, which is a set of
rules for ports and vessels to adhere to aimed at
preventing terrorist attacks. The Coast Guard
will be enforcing these rules under the Maritime
Transportation Security Act. Vessels calling at
the Port of NY/NJ will be required to provide the
Coast Guard with a notice of arrival 96 hours
before arrival. The vessel will be checked to
insure it has a valid International Ship Security
Certificate (ISSC). The ISSC confirms to the
Coast Guard that the vessel has an approved
security plan and conducts regular anti-terror
drills. As a vessel makes its first call at the
port after July 1, the Coast Guard inspection
teams will board to make sure that crews are
carrying out ISPS implementation plans. Failure
to implement can result in a variety of control
actions including denial of port entry. Port
facilities and terminals in the Port of NY/NJ
must also have security plans in place that
correspond to the AMS Plan for the port and have
been approved by the COTP. Failure to do so could
result in the facility being shut down.

MSEP is not a stand alone program. Its success
is through the coordination and involvement with

TRIDENT PROGRAM In June 2003 ten Auxiliary
Performance Qualification (PQ) standards were
established specifically for Auxiliarists and
will enable Auxiliary personnel to more fully
support Coast Guard Marine Safety Units in their
missions
