6FEFACs mission is to
- represent, defend and promote the interests of
the European compound feed industry to the
European Institutions - lobby for a legislative framework and its
implementation, without discrimination in EU
Member States so as to maximise market
opportunities for EU compound feed companies - safeguard conditions of free access to raw
materials, the proper functioning of their
markets and the definition of their quality - develop professional rules and good manufacturing
practices that ensure the quality and the safety
of compound feed - encourage the sustainable development of animal
productions responding to the market
requirements,
7FEFAC role on innovation and Research
Development
- Precompetitive innovation and Research
Development issues at EU level. - General EU framework supporting innovation and
Research development - Ensuring of a level playing field for a
sustainable development for feed and livestock
production.
8Regulation (EC) No 767/2009 on the marketing and
use of feed (1)
- Whereas 24 The intellectual property rights of
producers should be protected. For the
enforcement of such intellectual property rights,
Directive 2004/48/EC should apply. It should also
be acknowledged that the quantitative composition
of compound feed, unlike the names of feed
materials contained therein, can, under certain
conditions, be considered confidential
information to be protected . - Whereas 31 Modern labelling facilitates a
competitive market environment in which dynamic,
efficient, innovative operators can make full use
of labelling to sell their products. Having
regard to both the business-to-business
relationship in the marketing of livestock feed
, Codes of good labelling could be a
useful means of achieving the objectives of
modern labelling .
9Regulation (EC) No 767/2009 on the marketing and
use of feed (2)
- Article 13 The labelling and the presentation
of feed materials and compound feed may draw
particular attention to the presence or the
absence of a substance in the feed, to a specific
nutritional characteristic or process or to a
specific function related to any of these,
provided that the following conditions are met - (a) the claim is objective, verifiable by the
competent authorities and understandable by the
user of the feed and - (b) the person responsible for the labelling
provides, at the request of the competent
authority, scientific substantiation of the
claim, either by reference to publicly available
scientific evidence or through documented company
research .
10Regulation (EC) No 767/2009 on the marketing and
use of feed (3)
- Article 17(2)b if the percentages by weight
of the feed materials contained in compound feed
for food-producing animals are not indicated on
the labelling, the person responsible for the
labelling shall, without prejudice to Directive
2004/48/EC, make available to the purchaser, on
request, information on the quantitative
composition data within a range of / 15 of
the value according to the feed formulation .
11To do list for the implementation of the new
regulation
- Tasks under the responsibility of the EU
Commission - Commission guidelines for status of substances
(grey zone) - Revision of Annex IV on tolerances for
nutritional labelling - Update of the negative list
- Transitional period/measures
- First version of the Community Catalogue of feed
materials - Commission guidelines for authorisation of
intended uses - Commission study on a potential extension of new
labelling principles to labelling of additives
and premixtures - Tasks under the responsibility of
FEFAC/stakeholders - Guide to good practice for labelling of compound
feed - Revision of the Community Catalogue of feed
materials - Procedure for notification to the register of
feed materials - Dossiers for nutritional supplements
- Chemical impurities and processing aids
12Establishment of several Task Forces for the
implementation of the Regulation
- Task Force grey zone products
- Task Force Community Code of good labelling
practice for compound feed for food producing
animals - Task Force Analytical tolerances
- Task Force Labelling of premixtures
- Task Force Dietetic feed
- Joint Task Force Community Catalogue of feed
materials
13The FEFAC environment report
- is an investigation of different aspects of the
sustainability of compound feed production and
consumption from environment viewpoint - is a non exhaustive review of national /
European initiatives to evaluate / improve the
sustainability of compound feed production and
consumption - is not a life cycle assessment
14The FEFAC Credo (1)
- FEFAC believes that products of animal origin
form an integral part of the European diet
providing key nutritional benefits to the
European population. - Nutritionally optimised feed meeting the
physiological requirements of animals and fish
raised for food production purposes is essential
to mitigate the environmental impact of
production and consumption of animal products. - The EU compound feed industry is willing to
responsibly contribute to the sustainable
development of livestock and aquaculture
production systems
15The FEFAC Credo (2)
- FEFAC believes that the key drivers for such
improvements are - Promotion of ecologically intensive production
systems for farm animals and fish, oriented
towards maximisation of resources efficiency and
minimisation of GHG emissions - Changes in diet patterns and composition for farm
animals and fish to significantly reduce the GHG
emissions attributed to livestock production
systems (e.g. methane) - Improvement of feed efficiency, i.e. the
conversion of feed into animal products, in order
to control the use of resources and to reduce the
loss of nutrients - Further optimisation of use of co-products from
the food industry, biomass and non-organic raw
materials to alleviate the pressure on natural
resources.
16The FEFAC Credo (3)
- FEFAC and its member Associations believe they
have a role to play in providing feed companies
with tools to measure and improve the
environmental performance of their products.
FEFAC is committed to play a role as spokesman of
the EU compound feed industry to facilitate feed
chain cross-sector initiatives to develop
standardised methodologies to evaluate carbon
foot print and also to contribute to
international agreements on sustainable criteria
for feed production.
17Co-ordonation with other chain partnersFood
Chain SCP Roundtable
- Mandate
- Work towards reliable uniform environmental
assessment methodologies for food - Identify suitable communication tools vis-à-vis
consumers - Communicate existing and identify future
sustainability actions along the food chain - Participants
- EU Commission
- Agro supply (feed, fertilisers, PPP, etc.)
- Agri-trade
- Farmers
- Food and drink manufacturers
- Packaging and end of waste
- Retailers
- Scientific experts where required
- Observers (NGOs, consumers)
- Launched in May 2009
18FEFAC must participate / contribute to the public
debate on sustainable livestock development
because
- Pressure from authorities and chain partners
- EU Commission SCP action plan promoting
science-based approach - NGOs action for responsible soy
- Actions at company/ sector organisations to
improve sustainability of feed production and
consumption - The present debate on climate change mitigation
in Agriculture and the EU Sustainable consumption
and production agenda is a unique opportunity to
rehabilitate modern, ecologically intensive
livestock production systems -
