Permit Application Process
  • Application Received
  • Administrative Review
  • Technical Review
  • If complete, notice sent to contact mailing list
    for opportunity to review and comment

Public Involvement
  • DHEC will hold additional meetings to answer
    questions
  • During technical review, the application will be
    available for review and staff will be taking
    comments

Draft Permit Decision
  • If Department staff determines the application to
    be technically complete, will prepare DRAFT
    Permit
  • Notice sent to newspaper and contact mailing list
    when DRAFT Permit issued
  • Public can view application, DRAFT Permit, and
    submit comments

Public Hearing
  • If 10 or more people request a Public Hearing,
    the Department will conduct one
  • Public will be informed of hearing by newspaper
    and mail
  • Public Hearing will be held in the community
  • Citizens will have opportunity to speak

Final Permit Decision
  • DHEC staff reviews all public comments received
    on the application and DRAFT Permit
  • DHEC staff makes decision to issue or deny the
    FINAL Permit
  • Notice of FINAL Permit decision sent to contact
    mailing list

  • Consistency with State and Local Solid Waste
    Management Plans
  • Consistency with local zoning and other
    ordinances
  • Maximum Daily capacity ? 600 tons/day

  • 500 feet of any surface water
  • 500 feet of any drinking water well
  • 100 feet of any property line
  • 1,000 feet of any residences, schools, day-care
    centers, hospitals or recreational park areas

  • Describes the general operation of the facility
  • Describes how the facility will meet all
    applicable regulatory requirements
