1WORLD TOURISM ORGANIZATION (UNWTO) From
theory to practice First steps towards the
implementation of a TSA SESRIC-UNWTO Workshop
on Tourism Statistics and the Elaboration of a
Tourism Satellite Account
2A TSA implementation programThe basic steps
defined by UNWTO
- A good undestanding of the TSA framework and its
proposed tables - Description of the countrys tourism activity
Stop here if it is not important - Description of the countrys system of tourism
statistics (STS) in statistical terms Stop here
if it is too weak - Statistical description of the countrys system
of national accounts and related systems Stop
here if it is too weak - Compilation of an experimental TSA where we
stand - Setting up of a feasibility study to analyze and
remedy the flaws - Implementing the decisions and getting results
- Pilot estimations to monitor the advance of the
project - Statistical assessment of the quality of the TSA
- Disseminating the results and proceeding further
3The Process main characteristics
- CONSULT with stakeholders - data users and
suppliers - STICK with the local characteristics of tourism,
tourism information, the statistical context and
the objectives of the system - DEFINE priorities what is first
- ORGANIZE the project who does what
- DEVELOP a work program, with clear milestones and
decision points - when - IMPLEMENT it in gradual stages
4The inter-institutional platform why?Consult
and work together
- Priorities - determined by users
- Technical expertise - resides within statistical
bodies (including especially compilers of
national accounts and balance of payments) - Data - supplied by industry, associations,
border control authorities, statistical offices,
other administrative sources
Countries which have set up a TSA project all
over the world have found it most useful and even
necessary.
5The inter-institutional platform Who
?Efficiency experience and guidance
- Bodies that generate and supply general
statistics and basic tourism information NSO,
NTA, CB, associations of tourism enterprises - Bodies providing information on specific aspects
of tourism border control authorities, local
agencies - Potential users of information on tourism (NTA
(policy), universities (research), private sector
(planning, marketing, promotion).
Satellite accounting Important to involve the
unit in charge of the compilation of the national
accounts of the country
6The inter-institutional platform How?
- No unique way of creating this platform stick to
the local culture of inter-institutional
collaboration - Look for efficiency through flexibility
- Requirements
- Articulate the degree and mode of involvement of
each institution - Firm institutional commitment of all participants
- either through formal agreement or binding
working arrangements - Clear assignment of resources
- Clear rules concerning exchange of detailed
information and the management of confidential
data
7Organization of the platformrecommended
composition and structure
- Depends on
- the organization of the statistical system of the
country, and on the specific institutional
setting - The present state of the tourism data base
- the institutional set up and status of the
institutions in charge of tourism, and within
these institutions, of the structure specifically
in charge of tourism statistics (adequate level
for discussion) - The local practices in developing projects common
to various institutions - The initiative can come from top-down or
bottom-up
8The interinstitutional platformpractical modus
operandi
- Requirements
- strong organization of teams and meetings
- precise agenda for each meeting
- prompt follow-up of decisions
- organized project secretariat
9Organizational scheme

instance) Chair Min. Tourism or equival.
