    healthcare and public health

    healthcare

How we work
  • we work closely with patients, carers, those who
    use services and the public to maintain our focus
    on improving their experiences of healthcare
  • we promote the rights of all to opportunities to
    improve their health and to have good healthcare
  • our approach to assessment is based on the best
    available evidence and supports improvement
  • we work in partnership to ensure a targeted and
    proportionate approach to audit and inspection
  • we are independent and fair in our decision
    making and report what we find without fear or
    favour
  • we are accountable for our actions and for what
    we achieve in relation to our costs

Our responsibilities
  • Inspecting
  • by assessing the performance of the NHS using
    standards set out by the Department of Health
    based on the best available evidence to support
    improvement
  • by registering and inspecting individuals and all
    organisations that provide independent healthcare
    services

  • Informing
  • by producing an annual rating on healthcare in
    England
  • by publishing an annual report on healthcare in
    England and Wales which we present to Parliament
  • by giving patients, carers and the public the
    best possible information so that they can make
    informed decisions about their healthcare

  • Improving
  • by informing patients, carers, the public,
    providers of healthcare and the Government about
    the standard and quality of healthcare services
  • by assessing the performance of organisations
    providing healthcare by reference to
    developmental standards which promote improvement
  • by carrying out investigations when allegations
    of serious failings are raised, particularly when
    there are concerns for the safety of patients

Where we work
  • the Healthcare Commission has offices in London,
    Bristol, Leeds, Manchester and Nottingham and
    works closely with organisations in each area
  • the Healthcare Commission also works with the
    Health Inspectorate Wales, and the Care Standards
    Inspectorate Wales. This is to ensure our
    national reviews and annual State of Healthcare
    reports are complementary and mutually enforcing
    for both England and Wales. There is also
    potential for extending our programme of
    improvement reviews to Wales, which we are
    reviewing with our Welsh partners.

What we aim to achieve by 2008 our strategic
goals
  • to promote better experience of health and
    healthcare for patients and the public through
    fair and credible systems for assessing and
    rating performance across the NHS and independent
    sector
  • to safeguard the public by acting swiftly and
    appropriately on complaints, concerns and
    significant failings in the provision of
    healthcare
  • to provide authoritative, independent, relevant
    and accessible information about what is going on
    in healthcare and the opportunities for
    improvement
  • to use our assessments and other activities to
    promote action to reduce inequalities in peoples
    health and to improve their experiences of
    healthcare and access to services through greater
    respect for human rights and diversity
  • to take a lead in coordinating and improving
    impact and value of money of assessment and
    regulation in healthcare
  • to support our people in creating an efficient,
    flexible and highly skilled organisation
    delivering world class assessment and regulation

Our work in 2005/2006
  • in July 2005 we published our last star ratings
    for NHS organisations. We have introduced a new
    system of assessment for 2005/2006 the annual
    health check. This will include a broader range
    of issues of concern to patients and the public
  • improvement reviews driving improvement in the
    areas of substance misuse, tobacco control,
    childrens health, MRSA, mental health and heart
    failure
