4
Country Reflections on the WSSD Process
  • Obligations from international commitments gt
address through budgetary and planning processes
  • Needs analysis for activities that can not be
    funded from domestic sources
  • severely limited capacities, especially in
    planning units, for undertaking integration
    quickly
  • engender political commitment beyond the event
  • multi-stakeholder consultation approach extremely
    valuable
  • Severe lack of awareness

5
Country Reflections Continued
  • loss of momentum since WSSD, need to reactivate
    WSSD taskforces
  • consultation is an expensive process with
    insufficient resources available
  • Lack of good data covering all three pillars of
    sustainable development (indicators)
  • Positive outcomes are
  • better partnerships (National, Regional and
    International)
  • effective prioritisation of issues
  • stronger linkage between national assessment
    report and NSDSs
  • How to harness pledges made during WSSD?

6
Outcomes/Recommendations of Nadi Consultation
  • Focus on national planning process as a means to
    prioritise issues
  • Secure an enabling environment (Strategy, policy
and mechanism) supportive of long term integrated
    decision making and reporting.
  • NARs as the basis for developing NSDSs
  • The BPoA10 process, direct Regional and
International resources and efforts to the
    priorities of Countries
  • Pacific Umbrella Initiatives need to be
supportive of the above processes and facilitate
better partnerships and coordination at all
    levels.

7
CSD 11
  • Modalities for CSD 12 as prepcom for BPoA10 (3
    days)
  • Set dates and secured support for preparatory
    meetings

    all inputs from national, regional,
    inter-regional, and expert thematic groups
  • The I-R-Meeting will be at the Ministerial level
  • Reiterating the need for the full and effective
    participation of all SIDS

Development of SIDS will be considered in all the
    cycles from 2004-2-2017.

8
IGO Technical Meeting, London, June 2003
  • ComSec funded a meeting of 3 representative
    regional IGOs focusing on inter-regional
    coordination
  • expectations for the BPoA10
  • Developed a strategy and work plan to support
coordination between IGOs of different SIDS
regions to support AOSIS in the BPoA10 process.

9
Summary
  • The regional IGOs now have a plan to better
assist AOSIS and share regional experiences.
  • CSD has galvanized a medium for SIDS SD issues to
    be reviewed an monitored
  • Nadi Consultation
  • highlighted some important lessons learnt
  • And established some priorities
  • At this meeting we would hope to take those
priorities and lessons learnt, build on them and
create a clear picture of how we plan to ensure
    SD is effectively implemented.
  • Look at establishing target dates
  • Sustainable Development indicators to measure
    success
  • This picture should guide the efforts of our
international partners to where we need it most.
