Maritime Traffic Information
  • Since early nineties, a Port Management
    Information System has been used in the Port of
    Genoa to support vessel administrative
    procedures, such as
  • Berth requests and plan
  • Dangerous Goods Declarations
  • Submission of vessel certificate
  • The system has also been providing some forms of
    maritime traffic information (vessels positions)

  • The system evolved along time by
  • Enlarging its functional coverage
  • Linking the port community
  • Integrating real-time vessels tracking features
    provided by the Genoa VTS System
  • Exploiting emerging ICT technologies

The Italian VTS Project
  • In early 2000, the Italian Ministry of Transport
    and Infrastructures launched the National VTS
    Project
  • Overall objectives
  • Maritime traffic safety
  • Safeguard and rescue of human lives at sea

  • Pollution prevention and detection
  • National waters surveillance

Functions
  • VTSL - Operation level
  • Traffic monitoring and recording
  • Targets Radar Detection, Direction finders,
    UHF/VHF/HF communications, CCTV port and
    proximity traffic surveillance, Port management
    information system.
  • VTSA - Coordination level
  • Dispatching node of VTS information
  • Dispatching centre, DSS and Synthetic data log
    from dependent VTSL centres, other VTSA and
    ARES/HAZMAT info and applicable regulations
    management.
  • VTSC - Strategic level
  • Strategic directives and decision making
  • Collect, evaluate, represent and prioritize all
    information forwarded, Dispatch operative
    instructions/restrictions to the VTS system under
    proper conditions.

VTSL Centres
  • VTSL centres accommodate significant commercial
    operations (e.g. container, bulk and passenger
    traffic)
  • VTSL centres deploy a PMIS, which
  • Integrates radar tracks and CCTV images
  • Graphically represents port layout and ships
    locations
  • Supports administrative procedures, such as berth
    requests, arrival/departures notifications,
    dangerous goods declarations (carried out also by
    means of EDI messages)
  • Exchanges port traffic data with VTSA
  • Produces statistical reports for the port

Project Status
  • So far, the project has achieved
  • System design
  • Production and validation of the pilot subsystems
  • Start-up of the VTS training school
  • Currently, production of the first batch of
    subsystems is running.
  • Soon after, the installation phase
  • First lot, up and running by late 2003.
