Preamble (2)
Therefore... Standards organizations and other
related bodies have agreed to co-operate for the
production of a complete set of Technical
Specifications and Technical Reports for Mobile
Broadband Specifications for Public Safety aimed
at the Public Safety Markets and based on the
existing work of ETSI and TIA The Project is
entitled the Public Safety Partnership Project
and may be known by the acronym PSPP. PSPP has
been established for the preparation and
maintenance of the above-mentioned Technical
Specifications, and is not a legal entity.

Definition/Scope of the Public Safety Partnership
Project
  • PSPP will provide applicable Technical
    Specifications and Technical Reports for Mobile
    Broadband based on the work of ETSI and TIA to be
    transposed by relevant standardization bodies
    (Organizational Partners) into appropriate
    deliverables (e.g., standards).
  • The Scope of this PSPP work will include
  • The Mobile Broadband Specifications for Public
    Safety and their capabilities which will support
    the public safety communitys technology needs
    for the wireless transport and distribution of
    rate intensive data, digital video and digital
    voice for both service-specific and general
    applications. The PSPP will primarily address
    air interface data rates beyond current standards
    defining 3rd generation public mobile systems
    (e.g., the International Telecommunication
    Union's (ITU) International Mobile
    Telecommunications 2000 - IMT-2000).

Scope and objectives (2)
The results of the PSPP work will form the basis
of member contributions to the ITU in accordance
with existing procedures. PSPP will take account
of emerging ITU Recommendations on interworking
between ATM and IP-Based Networks In the
framework of agreed relationships, PSPP will
elaborate Technical Specifications that will form
the basis of standards, or parts of standards, of
the Organizational Partners.

PSPP is characterized by the following attributes

    Specifications from conception to approval
  • Fast, electronic-based approval process
  • Maximum use of modern (electronic) working
    methods
  • Minimum number of hierarchical levels with
    decision making taking place at the lowest
    appropriate levels

Organizational Partners (1)

  • An Organizational Partner is
  • An open standards organization with a national,
    regional or other officially recognized status
    (in its country or region)
  • that
  • has the capability and authority to define,
    publishand set or administer the formulation of
    standards within the PSPP scope, nationally or
    regionally,
  • has committed itself to all of the PSPP scope,
    and
  • has signed the Partnership Project Agreement
    (PPA)
  • Organizational Partners will meet as appropriate
    and make decisions by consensus.

Definition of Public Safety
  • For the purpose of this Agreement Public Safety
    shall refer to the activities of
  • Police
  • Law Enforcement
  • Fire and Distress Emergency undertakings
  • -as implemented within both private and public
    sectors

Public Safety Partners (1)

  • Standardization should meet the needs of Public
    Safety.
  • In order to identify these requirements, the high
    competence of Public Safety Partners should be
    used.
  • A Public Safety Partner is an organization,
    private or public invited to participate by the
    Organizational Partners to offer Public Safety
    advice to PSPP and to bring into PSPP a consensus
    view of requirements (e.g., services, features
    and functionality) falling within the PSPP scope.
  • A Public Safety Partner
  • does not have the capability and authority to
    define, publish and set standards nationally
    or regionally
  • has committed itself to the PSPP scope
  • has signed the Partnership Project Agreement

Individual Members (2)
  • Membership in an Organizational Partner is a
    pre-requisite for Individual Membership in PSPP.
  • Individual Membership is open to legal entities
    committed to support PSPP and to
  • contribute technically or otherwise to one or
    more of the Technical Specification Groups
    within the PSPP scope
  • use the PSPP results to the extent feasible
  • Individual Membership in PSPP will be terminated
    by dissolution, abolition, resignation or
    expulsion from the related Organizational
    Partner, or failure to support any PSPP-related
    funding programs of that OP.

Individual Members (3)
  • All entities registered as members of an
    Organizational Partner and eligible for
    participation in the technical workof that
    Partner, can become Individual Members of PSPP.
  • Individual Members act in the PSPP in their own
    right they carry the full responsibility for
    their contributions.
  • Individual Membership applicants residing in a
    country/area without an Organizational Partner
    can apply for membership in an Organizational
    Partner according to the rules of each Partner.
    (e.g., ETSI Associate Membership or participation
    in TIA Engineering Committees is available)
  • Potential Individual Members may be allowed to
    have Observer status for a single meeting to
    understand the work of the PSPP as part of their
    decision to join.

Public Safety Members (1)
  • Legal entities who may not be members of
    Organizational Partners, but who otherwise
    satisfy the requirements for Individual
    Membership can apply to an Organizational Partner
    to become a Public Safety Member of the PSPP
    provided that
  • they are members of a Public Safety Partner
  • or they are recognized by an Organizational
    Partner as holding voting participation rights in
    one or more of its standards formulating
    groups/committees.
  • Except where otherwise specified, Public Safety
    Members have the same rights and obligations as
    Individual Members

Observership
In order to ensure internationally applicable
Technical Specifications, the status of
Observer may be granted by the Organizational
Partners to an entity which has the
qualifications to become a future Organizational
Partner.The status of Observer includes
obligations to
  • identify as early as possible any regulatory
    requirements that may lead to options within
    Technical Specifications
  • make their IPR policy available for consideration
  • contribute to the common objective of the PSPP
    and avoid duplication of work related to the PSPP

The participation rights of an Observer will be
decided on a case-by-case basis.

    legal document signed by participating Partners.
  • It contains the minimum legal text necessary for
    PSPP to function correctly.

    Partnership Project Technical Working Procedures.

The Partnership Project Agreement includes
obligations on Public Safety Partners to identify
applications and service requirement of PSPP and
to contribute to
  • the promotion of PSPP
  • the definition of PSPP System and Service
    scenarios

The Public Safety Partners should also encourage
their members to contribute to the common
objectives of PSPP and to avoid duplication of
work.

Resource requirements for establishing PSPP
The costs will be shared by the Organizational
Partners. There will be no direct PSPP
membership fee for Individual Members imposed by
the PSPP. Partners and Individual Members may
provide support functions to the extent that they
are able (e.g., hosting of meetings and provision
of Secretariat support). The longer term
financial requirements are for further study.
