Project Objective
  • The Contractor is required to provide credit card
    payment processing services for Hongkong Post,
    viz the services of processing, seeking of
    authorisation, clearing and settling payments by
    credit cards by cardholders in face-to-face
    transactions and mail order transactions with
    HKP.
  • Similar services are currently provided by a
    credit card processing company pursuant to a
    contract which is due to expire on 30 November
    2009.

Mandatory Requirements
  • The Tenderer is recognised as an acquirer by the
    credit card companies
  • Offer to accept lt 2 brands of credit cards for
    all such brands, total no. of cards issued in HK
    and are still validlt 5 million
  • Offer for each mode of Transaction (Face-to-Face
    or Mail Order) a uniform Service Charge rate for
    all brands of credit cards proposed to be
    accepted
  • Offer to provide the Services for all HKP branch
    offices, including existing offices and any new
    office(s) arising in the Contract Period

  • Offer to provide Services for the following 2
    modes of credit card payments
  • Face-to-Face Transactions and
  • Mail Order Transactions.
  • Offer to provide and install free of charge
    terminals for processing payments in Face-to-Face
    Transactions. If requested by HKP, the Tenderer
    shall allow HKP to use the terminals for
    subscribing to the services provided by EPSCO and
    to connect the terminals to the EFTPOS System
    operated by EPSCO.
  • Offer to provide and install free of charge
    terminals for processing payments in Mail Order
    Transactions.
  • Transfer the gross value of Successful
    Transactions less the Service Charges to HKP
    Designated Bank Account in immediately available
    funds on T1 day. (T Day of Transaction)

Terms of Tender other clauses
  • Clause 2 (d) - No Tenderer is invited to make any
    counter-proposal to any part of the Tender
    Documents Unless otherwise acceptable to the
    Government, any counter-proposal submitted by a
    Tenderer in contravention with this prohibition
    will be disregarded .
  • Clause 6 (e) - The Tenderers offer of charging
    rate(s) shall remain valid for the duration of
    the Contract and shall become the maximum
    charging rates for the Service Charges.
  • Clause 8 (b) - The Tenderer who offers the lowest
    Service Charges for the entire Service Period of
    5 years will normally be selected.
  • Clause 10.2 - The successful Tenderer shall be
    required to provide a contract deposit in an
    amount equal to 2 or 10 of the Total Estimated
    Service Charges .
  • Clause 14 - HKP may issue addendum before the
    Tender Closing Date by publishing them on the
    website.
  • Clause 15 - The successful Tenderer will receive
    as an indication of acceptance a fax or a letter
    of acceptance.
  • Clause 22(b) - After lodging a Tender with
    Hongkong Post, the Tenderer shall not attempt to
    initiate any contact, whether direct or indirect,
    with HKP on its Tender or the Tender Documents.

Service Specifications
  • Clause 2.5 - The Contractor shall be able to
    commence the Payment Processing Services for the
    Hongkong Post with effect from the Commencement
    Date (ie 1 December 2009 or 1 month after the
    date of acceptance from HKP, whichever is later )
    cf. Part III - Interpretation
  • Clause 3 - Provision of Control Reports
  • Clause 4.1 - HKP shall examine each Control
    Report and compare the same with its own records
    and shall give a Dispute Notice to the
    Contractor
  • Clause 5.5 - For any failure in payment by the
    Contractor interest on Defaulted Amount
  • Clause 7 - The Contractor agrees that Chargeback
    Losses which result from chargebacks with respect
    to Transactions will be assumed by and are for
    the account of the Contractor.

Deadline for Tender Submission
  • The duly completed Proposal shall be enclosed in
    a plain envelope
  • Addressed to the Chairman, Central Tender Board
  • Deposited into the Government Secretariat Tender
    Box situated in the lift lobby on the lower
    ground floor of Central Government Offices (East
    Wing)
  • Before 1200 noon (Hong Kong time)
  • on 17 July 2009

Checklist for submission of Proposal
  • Has the hardcopy of the Part VII containing the
    Offer to be Bound been duly signed and included
    in your Proposal?
  • Have all Schedules A to D contained in Part VIII
    been completed, signed and included in your
    Proposal?
  • Have all blanks in the Schedules A to D been
    completed?
  • Have all information and documents as required in
    clauses 9 and 10 of the Terms of Tender been
    attached to Schedule B?
  • Tenderers shall submit each of the above items in
    duplicate.

    Tenders
