About the firm
S.M.Consultants, formed in 1992 from Balasore,
initially started with a small Architectural
firm. The firm grew in stature and more
experienced personnel from different field of
activities joined the organization. The field of
activities grew and the firm took up delivered
more important assignments. More than the
infrastructure assets, the firm has much more
valued dedicated, experienced human assets. The
endeavor to excel is still the motivating factor.
Due to quality timely delivery in the field of
consultancy in civil Engineering, the firm has
been able to carve a distinct niche for it self
in the State and have been endeavoring to create
an identification in the national scene as well.
The firm, an ISO 9001 company is a registered
consultancy organization and has been empanelled
as a nationally recognized consultancy
organization in the field of Highway Bridge
engineering by Ministry of Shipping, Road
Transport Highways, Govt of India. The firm
has head office at Bhubaneswar and has three
branches at Balasore, Secunderabad Port Blair
.All the offices are equipped with laboratories
for quality control jobs and personnel for
different consultancy assignment. To update the
knowledge base of the staffs regular training are
conducted by the firm. Presently, the firm has
six divisions, looking after different field of
consultancy.

supervision of all type of civil Engineering
Projects including Junction planning, Flyover/
Grade Separator/Underpass, Urban Planning, Cycle
Track ,Subways ,Railway tracks, highways

equipment and trained personnel 4. Quality
Control Division Subsoil exploration, testing
of all materials including soil Non destructive

Land Unit Collection of village maps, Record of
Rights, digitization of maps, demarcation of
land, preparing land schedules, preparing
documents for acquisition. Forest Unit
Survey of forest area, prepare document on flora
fauna, mitigation measures and prepare
appraisal documents to Moef for diversion of
land. RR Unit This unit takes up base
line survey, Prepare estimates prepare
entitlement matrix Action plan for the
client. Equipped with a state of the art
laboratory with ISO 9001 Certified for testing of
building materials, it has mobile laboratory to
do the same on the site. It has provided
consultancy services to multifarious projects
like Township , Multistoried building, highways,
Railway, bridges, flyover, subway stadium,
Hotels, technical building, auditorium, hospital,
Oil terminal, aviation building, educational
institutions, hostel, Industrial structure, area
Drainage, High transmission line, M.S/HSD Retail
outlet etc. The firm has undertaken design jobs
for Indian Railways for bridges, tracks, siding
etc and has been carrying out Project Management
assignment of Major Railway, Road Housing
Projects.

Design Review the project requirements and
generate a preliminary program and project
budget. Review alternative building systems with
the Owner. Prepare Schematic Designs comprised
of floor plans, elevations and 3-D drawings
illustrating the scale and relationship of the
project's various components including its
relationship to the project site. Design
Development Prepare Design Development Documents,
based on the Owner approved Schematic Design,
describing the size and character of the project
as to architectural, electrical, Fire frightening
and structural systems, materials, finishes and
special design elements. Construction

03.2 HIGHWAY, RAILWAY BRIDGE ENGINEERING
The infrastructure demand in highway sector is
high in India. The national state Govt. are
investing heavily on highway improvements. The
firm has developed expertise in the field of
Highway bridge design and has been carrying out
assignment of Detailed Project Preparation for
Highways. Ministry of Shipping Road Transport
Highways. G.O.I also empanelled this firm as a
recognized consultant in the field of consultancy
in Highway sector. The consultancy in highway
sector requires expertise in survey, Quality
Control, traffic transportation, Pavement
design, Structural design, estimation, planning
etc. Our firm has experienced personnel in all
these sub sectors and therefore the firm has
established a name in the Highway consultancy in
Orissa. The firm has also the competence of
dealing in urban road planning. The urban
planning in Bhubaneswar town with improvement to

3.4. TOPOGRAPHICAL SURVEY
Topographic survey is the basic requirement of
planning of any civil engineering structure.
There have been enormous technical advancement in
the field of surveying .The firm has acquired all
latest survey equipments with high precision
level. Most of the latest equipments require
software interface for analysis and competent
personnel for analysis and interpretation. This
is one of the strongest areas of the firm and the

of structure and subsequent design and

investigation of founding strata. Another
important aspect during construction is the
quality of materials execution post
construction Maintenance. There are sufficient
experienced personnel for supervising tests, data
interpretation analysis. The firm has also the

rehabilitation of structure. Necessary equipments
