EVVE Overview

• Electronic Verification of Vital Events
• One of the 25 E-government/e-vital initiatives
• http//www.egov.gov
• Part of the Presidents Management Agenda and the
  OMB Quicksilver E-Gov initiatives
• Started as partnership between SSA NAPHSIS
• Remote message-based queries for birth and death
  records
• Authorized users have a single interface to
  generate a query for a verification or
  certification to any participating state
  throughout the country

• NAPHSIS national clearinghouse (hub)
• Standard Internet-based XML Vital Event
  Transaction (VET)
• Knowledge database for state rules and data
  availability/mapping
• Transaction log of exchanges of requests and
  responses between users and the states via the
  hub

1994 SSA commenced negotiations with individual
states for direct access to vital records
data (SASRO)
1995 NAPHSIS agrees to negotiate for states with
SSA for access to vital records data
1999 NAPHSIS/SSA negotiations reached an impasse
2000 NAPHSIS recommends EVVE approach (match/no
match) Agrees to third party fair price
assessment
Jun 2001 SSA releases RFQ for an Online Access to
Vital Records Project
Jul 2001 NAPHSIS submits proposal to SSA
for Online Access to Vital Records

• 38 had more than one field incorrectly entered
• 33 had a problem with Childs First Name field
• 31 had a problem with Childs Last Name field
• 59 had a problem with Mothers Maiden Name field
