Title: Background of NGNeCO

1
Background of NGN-eCO NGN overview
  • CN Division

2
Background
  • A consultation process was initiated on NGN in
Jan 2006 to deliberate on various issues.
  • Based on the feedback of stakeholders and
deliberation on issues, TRAI issued certain
    recommendations in March 2006.
  • One of the decisions was regarding setting up of
    a committee named NGN-eCO

3
TRAI Decision no 6.4
  • .. There is a need for setting up joint
consultative committee under the aegis of
regulator involving industry to deliberate upon
the various issues related to interconnection,
QoS, Awareness building and migration time
table for NGN. For this purpose, it is decided
    that
  • An expert committee named NGN eCO will be
constituted by TRAI co-opting experts from DOT,
TEC, C-DOT, service providers, venders and
    Academicians.

4
TRAI Decision no 6.4
  • This committee will handle at least the
    following issues
  • NGN awareness building program
  • Time table for NGN migration in the country
  • Back ground paper to be used for consultation on
interconnection and QoS issues by TRAI.

5
Present Status
  • Based on the recommendations a group named Focus
working Group on NGN was setup with in TRAI in
May 2006 having representations from MN, FN,
QoS, CN and Eco division to discuss NGN issues
    internally.
  • Terms of the reference of the NGN eCO was made
and circulated to various organizations seeking
    the representations.
  • NGN eCO committee was formed in June 2006 having
representations from 19 organization. There are
total 30 members INCLUDING 5 members from TRAI.

6
Terms of reference of NGN - eCO
  • Scope of work
  • NGN awareness building programme
  • Closely interact with international bodies like
ITU, ETSI, 3GPP2, Regulators abroad etc. for
    obtaining latest information and knowledge
    related to NGN
  • Organize awareness programmes to educate other
stakeholders in the country and make them aware
of latest trends in NGN and its capabilities.
  • Timetable for NGN migration in the country
  • Prepare a detailed timetable for NGN migration in
    the country
  • Provide an implementable, phased and
    business-driven roadmap/ action-plan for
    achieving this.

Terms of reference of NGN eCO contd.
  • Background information including best
    international practices for
  • Interconnection,
  • QoS,
  • Reliability,
  • Billing,
  • performance measurements and monitoring in the
    NGN domain
  • various regulatory options for enabling the same.
  • Any other task assigned by Authority.

8
Overview of NGN
9
Definition of NGN (ETSI)
  • NGN is a concept for defining and deploying
networks, which due to their formal separation
into different layers and planes and use of open
    interfaces, offers service providers and
operators a platform which can evolve in a
step-by-step manner to create, deploy and manage
    innovative services.

10
What is NGN?(From Common mans point of view)
  • Next Generation Services Converged (quad-play,
    voice, data, video, mobile)
  • Next Generation Access High speed (Broadband)
IP based connectivity (ADSL,VDSL, Wi-Max, Cable
    TV, FTTH.
  • Next Generation Transport Ethernet, IP-MPLS
  • Next Generation Architecture Service oriented,
    layered (transport, control, application)
  • Next Generation Mobile 3G
  • Next Generation Internet IPv6
  • Next Generation Interconnect Capacity and
    Quality based
  • Next Generation Licensing Unified

11
Driving forces for NGNs
  • Integration of network resulting in huge network
    cost savings
  • Reduction in operational costs
  • Reduced time to roll out new services
  • Ease in offering new services (VoIP, IP-TV)
  • Cost savings hence competitiveness advantage
  • Fixed-mobile convergence,

NGN a layered architecture distributing
intelligence at various layer
15
Advantages of NGN
  • NGN makes use of best of both the worlds
    (flexibility, efficiency Innovativeness of IP
    and QOS, Security, Reliability, Customer-friendly
    features of proven PSTN
  • Advantages for service providers
  • Reduced CAPEX due to integrated and efficient
    IP-based technology (Packetized Network)
  • Reduced OPEX due to transmission cost saving,
less power consumption, less space requirement,
    less OM costs
  • Ability to offer increased range of services
  • More flexibility increasing market penetration by
    offering personal service customization and
    management
  • Single network layer for management
  • There is no need for separate voice and data
    networks

16
Advantages of NGN
  • Advantages for subscribers
  • Reduced call charges
  • New innovative services
  • Single connection and bill for voice, data,
    video, mobile (Quad play)
  • Better QoS
  • Faster speed
  • Availability of BW on Demand

17
NGN Components
  • NGN architecture breaks the hierarchy-based
architecture of the Traditional Networks and
advocates flat hierarchy for the NGN network.
  • 1. Network Elements
  • Converged IP/ MPLS Core (Soft switch/ media
    gateway controllers)
  • Intelligent Provider Edge (PE) devices for
    service enablement (media gateway)
  • Ethernet based Access infrastructure to aggregate
    business and residential users
  • Diverse set of access architectures in the last
    mile
  • Home gateway or CPE

18
NGN Components
  • 2. Service Control Elements
  • Policy Control Framework for subscriber policy
    tracking and enforcement
  • Application level policy enforcement
  • AAA servers for billing and accounting
    Authentication
  • 3. End User Devices (CPE)
  • Converged devices can be intelligent TVs,
    combined Mobile/ PDA/ Pocket PC/IAD

19
NGN Emerging Services
Unified Messaging
Voice over IP
BB High Speed Internet
PC to Phone
Phone to PC
IP VPN (data)
BW on-demand
QOS on demand
Triple play
Instant messaging/ presence management
MMS on fixed network
3G applications
20
NGN Regulatory Challenges
  • As per ITU-
  • The move to NGNs represents an opportunity to
establish in advance ground rules for ensuring
the continued passage to effective competition
    and minimise damage during transition.
  • It is in contrast to the regulation of the
legacy network, which are actually in place. That
    is why, NGN is different.

Awareness Building Plan
  • the awareness about NGN and innovative services
    is not yet widely spread
  • there is a great lack of awareness about various
issues pertaining to NGN among stakeholders
  • .

31

Way forward
  • It is proposed to setup three core sub groups to
    deliberate on various identified issues.
  • Regulatory issues
  • Interconnect issues
  • Quality of Service (QoS) issues
  • Core sub groups will have representations from
    various sector of Industry.
  • They will submit their paper on identified issue
    in two month time.

32
Way forward contd.
  • Need to closely interact with international
bodies like ITU, ETSI, 3GPP2, Regulators abroad
etc. for obtaining latest information and
    knowledge related to NGN
  • Need to organize awareness programmes to educate
other stakeholders in the country and make them
aware of latest trends in NGN and its
    capabilities
  • Stakeholders can give their inputs to core group
through e-Mail published on TRAI website for
    different core groups

33
Time frame for launch of NGN
  • Should some time frame be defined for launch of
    NGN
  • Should we concentrate policies on end to end NGN
or limit it to core to start with.
  • What should be mile stones
  • Redefining the licensing issues
  • Standardization of NGN standards by TEC
  • Interconnect model
  • Setting of core network
  • Interoperability test
