    Services Providers have carried out tremendous
    efforts to
  • Improve communications services (fixed and
    mobile),
  • VHF/VSAT networks (ASECNA, SADC, CAFSAT,..)
  • NAFISAT project
  • Migration on a common satellite
  • Implement Air Traffic Control automation systems,
  • Implement surveillance systems (secondary radars,
    ADS-B C)
  • Develop Global Navigation Satellite System

    mainly due to
  • Difficulties or high cost of implementing/maintain
    ing SSR in remote areas,
  • Traffic not sufficient to justify SSR coverage,
  • Slow rate of new C,N S equipage,
  • High cost of some C,N S equippage,
  • Numerous old and analog A/C in regional fleets,
  • Difficulties to secure scarce capital funds by
    ANS providers and airlines or aircraft operators

Conclusion about surveillance
  • ADS-C
  • Airlines should take benefit of ADS-C
  • ADS-B
  • is a valuable and cost effective solution for
    surveillance for AFI
  • comes as a complement to existing ADS-C and
    radars
  • Avionics is the key issue for successful ADS-B
    implementation
  • RADAR
  • traditional surveillance means must be
    implemented, pending for the availability of new
    technologies (ADS-B)

ICAO, AFI ANSP, IATA and regional airlines
representatives should develop a sound business
case regarding surveillance systems

Navigation
  • Air Navigation in Africa (and worldwide) still
    relies on a costly network of ground based
    systems. This system has some limitations, thus
    explaining the growing trend to use Satellite
    based navigation (GPS)
  • Since 1996, African States have recognized the
    benefits of using Space Based Satellite
    Augmentation systems, summarized as follows
  • Improvements in safety by mitigating against the
    limitations of conventional navigation.
  • Cost savings through less reliance on ground
    based systems.
  • Cost savings by avoided diversions using APV I.
  • Improved safety an enabler for future
    surveillance techniques ADS-C or ADS-B.
  • Offer Multimodal capabilities
